Established in 2008, Population Services International/Europe is a locally registered non-governmental organization based in Amsterdam, the Netherlands. As an affiliate of Population Services International, PSI/Europe serves as an administrative and advocacy hub for a vast global network that includes local offices in 69 countries throughout Africa, Asia and Latin America. PSI/Europe also directly coordinates a portfolio of programs funded by the Dutch Ministry of Foreign Affairs, spanning sexual and reproductive health and rights programs, including condom social marketing, reproductive health services and family planning) in Africa and Latin America. PSI/Europe is PSI’s primary point of contact with European stakeholders and networks. The office facilitates, and manages the flow of knowledge between a wide variety of stakeholders from academia, NGOs, governments and the private sector.
PSI/Europe seeks applicants for the position of Finance & Office Manager in its Amsterdam Office. The Finance & Office Manager will support the smooth functioning of all administrative and financial matters. The Finance & Office Manager will be a valued member of a small but effective team working to increase PSI’s presence in the European market. The Finance & Office Manager will report to the Director of PSI/Europe.  Initial contract will be for three months with the possibility to extend. Position will be part-time for 28-32 hours a week and the actual working hours will be determined with the successful candidate. 
RESPONSIBILITIES:
-  Prepare and track annual operating budget. Work with the PSI/Europe Director to modify and realign as necessary;
-  Compile monthly financial reports and review for accuracy before presenting to the PSI/Europe Director;
-  Review, analyze and approve payment of invoices;
-  Oversee the collection and review of PSI/Europe employee timesheets;
-  Coordinate with external payroll firm the preparation of monthly payroll;
- Act as the point person for the audit process: coordinate the preparation and the submission of required documents to external auditor; 
- Guide and monitor office compliance with internal and external audit requirements;
- Coordinate the travel and logistical arrangements for PSI/Europe staff and staff visiting from around the world;
- Ensure the smooth integration of new staff members in compliance with national laws and regulations;
- Manage the day-to-day administrative and business affairs of the Amsterdam office, including vendor and supplier agreements, service contracts and insurance arrangements; and
- Other office and administrative duties as requested by the PSI/Europe staff.
QUALIFICATIONS:
-  Degree in Finance/ HR/ Business Administration, or equivalent qualification;
-  Minimum 3+ yrs experience with financial, accounting and/or business administration;
-  Understanding of the Dutch tax system;
-  Excellent organizational and multitasking capabilities and attention to detail;
-  Ability to work in a fast-paced and team environment;
-  Excellent interpersonal and communications skills;
-  Experience with accounting software (e.g QuickBooks), databases and spreadsheets; and
- Fluency in Dutch and English is required.
