Role overview
The purpose of the volunteer placement is to provide expert IT advice to OCD-NDRRMC, in general, and their Data Processing Component, in particular. The specific objectives of the placement are to: • Assist in the set-up of a LDAP/Active Directory server to unify log-in and account management (Samba and NFS shares from a freeNAS device should be able to connect to it) • Assist in the configuration and content management of a Drupal website • Assist in the creation of a data monitoring system linked to a Samba share • Assist in the creation of a geowebserver for visualization of available data and its delineation for sales purposes At the end of the placement, when the volunteer returns to their country, they are requested to make themselves available for consultation online (e-volunteering). |
Skills, qualifications and experience required
• A degree in computer engineering and at least three years IT work experience • The volunteer will be responsible for developing NDRRMC’s IT systems for data and information product management: these include LiDAR cloud data, digital elevation, and hazard maps • Background in handling geographical datasets • Experience in developing systems for managing large data sets or databases • Able to customize software; experience of content management software • Experience in developing web-based systems (i.e. websites wherein one can request/download data) • Commitment to capacity building and training others |
This project is co-funded by the European Union as a pilot action towards the ‘EU Aid Volunteers’ initiative. It is a 9 month volunteering placement with the Office of Civil Defence (OCD) department of the National Disaster Risk Reduction and Management Council (NDRRMC). It is open to EU residents only. NDRRMC is the government agency responsible for ensuring the protection and welfare of the people during disasters or emergencies. It is composed of 44 government agencies and NGOs (see www.ndrrmc.gov.ph). As the implementing arm of the NDRRMC, OCD is responsible for administering a comprehensive national civil defence and DRRM program (http://ocd.gov.ph/about). One of the OCD’s priorities is to improve how information on risks and other forms of hazards can be shared to wider public using technology that will be developed based on their technical research and mapping and will also harness the potential of IT in various formats. |
