Mid-Level Monitoring and Evaluation Specialists

dTS is seeking a Yemen Country National Mid-Level Monitoring and Evaluation Specialist for anticipated activities under the U.S. State Department funded Middle East Partnership Initiative (MEPI). S/he will monitor MEPI’s projects in Yemen, especially those outside Sana’a and provide technical assistance to MEPI’s local implementers in grant-processes best practices, and provide best practices and recommendations on monitoring and evaluation in Yemen to MEPI DC and Arabian Peninsula Regional Office.
Roles and Responsibilities
• Provide technical assistance to grantees including good record keeping, project Results Management Plans (RMPs), filing quality quarterly reports, and navigating the USG foreign assistance system;
• Conduct monitoring/site visits for 11 projects, on a quarterly basis, using MEPI’s site visit report template.
• Conduct mid-term performance evaluations of multiple projects, with the objective of providing local implementers with an opportunity for mid-project course correction, guidance, and direction.
• Conduct summary evaluations of multiple projects
• Assist team leader in designing evaluation plans, questionnaires and data collection tools
• Provide field based technical assistance in implementing evaluations by designing evaluations with sampling and data collection methods
• Assist in analysis and reporting on the findings
• Conduct and manage evaluation data collection training to local survey staff and staff
• Assist in preparing project related reports and updates to the client
Candidate Requirements
• Masters in social science, or related field such as economics, statistics, public policy, with a minimum of five years of experience in implementation and evaluation of donor funded development projects in Yemen or region;
• Demonstrated knowledge and/or experience in democracy and governance, and economic projects in Yemen or similar political context and an understanding of the cultural context in which projects operate;
• Skills in qualitative and quantitative analytical tools;
• Experience in monitoring and evaluation capacity-building;
• Ability to read documents and discuss grants-related terminology with fluency in English and Arabic;
• Working knowledge of Yemen’s governorates outside of Sana’a;
• Ability to travel to field projects outside Sanaa;
• Demonstrated ability to analyze, summarize and produce professional reports and oral presentations;
• Experience working with USG funded projects, ideally USAID or US State Department experience preferred;
• Demonstrated experience in conducting field based evaluations or research, including knowledge of M&E design, quantitative and/or qualitative data analysis;
• Yemen citizenship required.
