Job Description

WYG International is leading a consortium shortlisted for "Consulting Support to Directorate General of Budget, Afghanistan". The overall objective of this project is to provide consultancy services aiming to improve the national budget planning and execution processes, align development aid with the national policy objectives of the government and enhance the accountability and transparency of the public finances. The support is required in the following areas: (i) Human Resource Management; (ii) Operations support including logistics and supply chain management; (iii) Short-term and medium-term advisory and technical assistance services; (iv) ICT Development and maintenance; and (v) Capacity development and learning and development for DGB personnel. Please see the attached ToR for more detail.

The intended commencement date is April 2014 and the contract will be for 36 months from the commencement date.

We are currently seeking a Chief Adviser, Head of the future Cabinet Secretariat (long term - 36 months over 3 year project duration) to join us with the following qualifications and experience:


    Requirements

    Qualifications and skills
    • Master or PhD in public finance or related subject;
    • Fluent in English and local language(s) skills desirable;

    General professional experience
    • 10 years of relevant professional experience;

    Specific professional experience
    • Experience working for Ministries of Finance in post-conflict/fragile states;
    • Proven experience of advising government senior officials;
    • Experience with trust funds and direct budget support operations;
    • Strong diplomatic skills and understanding of the local context;
    • Direct experience at a senior level in Afghanistan a significant advantage;
    • Experience on PFM reforms would be a considerable advantage.
