CAPACITY BUILDING SPECIALIST
CARE seeks a Capacity Building Specialist to participate in a USAID-funded, multi-year project that supports gender equality and female empowerment in addressing the social, political, and economic challenges Jordanian women encounter. This goal – and its associated objectives, intermediate results, tasks, and activities – are predicated on USAID’s definition of gender equality, elucidated in the Agency’s Gender Equality and Female Empowerment Policy.
This project’s goal, reflecting USAID/Jordan’s Special Development Objective for gender equality and female empowerment, is manifest in three components: The first relates to expanding social dialogue on gender equality, the second to strengthening advocacy for female empowerment, and the third to improving services for women and girls. USAID expects that, “as positive changes in discriminatory social norms and practices are promoted, and adocacy and policy reforms for women’s issus are strengthened, then female empowerment and gender equality will be enhanced” (RFA, 7).
The Capacity Building Specialist plays a vital role in facilitating activities under the three components. Illustrative activities this position might undertake or support include:
Collaborating with the Government of Jordan (GOJ) and non‐governmental organizations (NGOs) to strengthen mainstreaming of gender‐equality principles. Coordinating with, and assisting, the Jordan National Commission for Women (JNCW) and the Ministry of Planning and International Cooperation (MoPIC). Equipping gender researchers with the framework/s they need to conduct effective gender-based assessments of Jordanian females’ economic, political, and social participation. Strengthening the capacity of USAID and implementing partners to identify and reduce gender‐based gaps between males and females as an outcome of their programs. Conducting in‐depth, credible, and rigorously-conducted research on gender issue; build the capacity for research. Effectively disseminating findings and recommendations for informed decision-making and public discourse. Using lessons learned to inform the program’s implementation approach as the project unfolds. REQUIRED QUALIFICATIONS
A minimum of five years’ relevant experience in developing countries. Demonstrated experience in building constructive relationships between government and civil society. Demonstrated experience in applying participatory methods. Demonstrated experience in gender-related activities. Understanding of Jordanian communities and the Jordanian political system. Demonstrated experience and knowledge in establishing procedures and systems relevant to the project. Demonstrated experience in conflict mitigation. A Bachelor’s degree in a relevant field. Fluency in English and Arabic.
