About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 41 electricity transmission system operators (TSOs) which cover 34 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws. 

The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully introducing large volumes of renewable energy into the system. The scope and diversity of ENTSO-E's work has grown rapidly, and is expected to grow further with implementation of network codes and the current challenging energy policy discussions. The Advisor we are seeking will contribute to this further substantial development of ENTSO-E's work.

General position description

The successful candidate will work in the ENTSO-E Secretariat in Brussels, report directly to the Corporate Affairs Manager, be part of the Secretariat's Corporate Affairs section comprise about five permanent staff. He/she will also cooperate with Secretariat’s staff across all sections in the frame of the Secretariat's programmes management structure.
He/she will contribute to the following programmes:
  • Contribute to the Secretariat support for the Board and various Committees to ensure timely delivery of policy development objectives and devise appropriate and impactful strategies to achieve those objectives and carrying out policy focused advocacy and outreach strategies;
  • Contribute to advocacy efforts through interaction with ENTSO-E TSOs and other coalitions;
  • Contribute to the maintenance and development of effective, credible relationships with key EU contacts, including Commission, Parliament, Council, and Associations;
  • Contribute to ENTSO-E’s strategy development process;
  • Contribute to managing stakeholder relationships.
Significant travel may be required.

Specific responsibilities and tasks

  • The particular responsibilities change over time; the following support functions are foreseen initially: Lead on the development of ENTSO-E policy positions as they relate to the existing and evolving EU energy environment;
  • Enhance the audience reach of ENTSO-E’s work by adopting it to be suitable for less technical audiences;
  • For ENTSO-E main Office Holders Coordinate the drafting of ENTSO-E position papers and briefing notes and presentations when required;
  • Develop and deliver a mechanism for capturing all ENTSO-E work products and a delivery chain to ensure maximum external value is made of the work;
  • Lead the development and submission of the ENTSO-E annual work programme;
  • Lead on the development and coordination of ENTSO-E’s stakeholder relationship management programme.
Current tasks in other programmes:
  • Support ENTSO-E‘s advocacy activities in close cooperation with ENTSO-E’s EU Affairs Advisor;
  • Support ENTSO-E’s communication activities in close cooperation with ENTSO-E’s Communication Advisor;
  • Early intervention in projects or working groups to install key energy policy attributes;
  • Assist in Board and Assembly preparations.

Profile

  • Post-graduate degree in commerce, natural resources, or politics or a related field with strong analytical component;
  • At least five years relevant work experience, in the public policy area preferably in the TSO business or energy sector;
  • Proven expertise in the energy sector preferably in TSO issues;
  • Proven ability in researching, analysing, and reporting on policy issues;
  • Strong political and strategic skills, with a demonstrated ability to effectively advance policy priorities;
  • Excellent analytical skills and the ability to effectively gather and summarize large amounts of information from various sources. Excellent verbal and written communications skills. Strong drafting skills, with native or near-native level of English;
  • Demonstrated sensitivity, skill and experience in working diplomatically and effectively within different cultural settings and in public relations and correspondence with a wide variety of stakeholder interests.
The Secretariat is looking ideally for a secondment from a Member TSO of minimum one year duration (for which we can give advice to TSOs and candidates on financial and tax effects) and is also open to other qualified applicants.
