About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 41 electricity transmission system operators (TSOs) which cover 34 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.
The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world and successfully introducing large volumes of renewable energy into the system. The scope and diversity of ENTSO-E's work has grown rapidly and is expected to grow further with implementation of network codes and the current challenging energy policy discussions.

General position description

The successful candidate will work in the ENTSO-E Secretariat in Brussels, report directly to the General Counsel, and be part of the Secretariat's Legal section comprising five staff. He/she will also cooperate with Secretariat’s staff across all sections in the frame of the Secretariat's programmes management structure. The Secretariat Legal section in conjunction with the Legal and Regulatory Group (composed of lawyers from each TSOs) provides legal support and expertise to ENTSOE’s activities, organised across four Committees (System Development, System Operations, Market and Research & Development).
The successful candidate will work on a full-time basis at ENTSO-E’s Brussels-based Secretariat.
Travelling across Europe may be required.

Specific responsibilities and tasks

The particular responsibilities change over time; the following support functions are foreseen initially:
  • Providing legal support to the Legal & Regulatory Group and its subgroups with a focus on (1) participating in the negotiation of and drafting various multi-party agreements for the implementations of network codes, of Consortium agreements for the realization of multi-party R&D projects, of agreements on exchange of information and of multi-party agreements involving changes in the perimeter of synchronous areas; and (2) supporting the ten year network development plan process;
  • Providing legal advice on network codes developed by ENTSO-E drafting teams under the Market Committee, the System Operation Committee and the System Development Committee, this support would depend on the stage reached by each code and could include i for example providing support to the codes legal drafting and the assessment of stakeholders’ comments, participating in the drafting of legal opinions on network code issues and organizing their consolidation, follow-up of ACER opinion, etc. Conducting legal research on an ad-hoc basis, for example in the following areas: competition law, energy law, EU external relations, international contract law, Belgian contract law;
  • Monitoring legislative and policy developments relevant for ENTSO-E in the EU Institutions and in the ACER, this includes ensuring a reporting on these matters to the relevant ENTSO-E bodies;
  • Keeping up to date the ENTSO-E EU law and regulatory data base relevant for ENTSO-E activities.

Profile

  • University degree in Law with specialisation on European Law, including preferably specialisation in Energy and Anti-trust Laws;
  • Proven expertise in the energy sector preferably in TSO issues;
  • Strong command of International Contract Law;
    • Excellent writing and presentation skills in English, and preferably also either French or Dutch;
    • Proven ability to manage multiple projects and establish priorities.
