PROPOSAL BUDGET SPECIALIST
(Based in The Hague, The Netherlands)
SNV is a not-for-profit international development organization with long-term, local presence in 35 of the poorest countries in Asia, Africa and Latin America. Our team of local and international advisors work with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development across three sectors: Agriculture, Renewable Energy and Water, Sanitation and Hygiene (WASH).
SNV’s work is funded by a wide range of national and international donors. The global Business Development Unit coordinates and supports prospect development throughout the organization. This includes budget development and coherent price setting.
Your role
The Proposal Budget Specialist is an integral part of the Budget Development Team of the Business Development Unit at SNV. As a proposal budget specialist, you will support global and country team colleagues in achieving SNV's goals of fund diversification, quality programming and quality implementation. You will lead and manage all aspects of proposal budget development based on the donor requirements and SNV cost structures.
Main Responsibilities
  • Review call requirements, write budgeting notes, instructing the proposal team on the interpretation of specific donor budgeting requirements;
  • Lead the development of the proposal budgets from start to submission attuned with donors’ guidelines and requirements;
  • Participate in reviewing and refining proposal budgets to ensure final proposal meets donor requirements and cover all SNV direct and indirect costs
  • Train relevant SNV staff in budget proposal preparation, modification, and analysis;
  • After winning a proposal, coordinate budget information with the Program Manager and Contract Administrator assuring a smooth start-up of newly won projects.
  • Help develop budget approaches to innovative donor financing developments e.g. Results Based Financing, Carbon credit management and others
Requirements
  • Master’s degree in a quantitative discipline (Accounting, Finance, Economics, or similar);
  • At least 3-5 years’ experience working in budget design and analysis;
  • Experience in business development (resource mobilization; fundraising) and proposal coordination responding to calls for proposals and (commercial) tenders.
  • At least 3 year experience with budget development for some of the major donors (Europe Aid, DFID, Nordics, multilaterals e.o.), including thorough knowledge of their costing and budgeting requirements and formats;
  • Proactive, self-directing work approach and a high attention to detail;
  • Strong communication and organizational skills;
  • Ability to work within deadlines on multiple proposals and frequently shifting priorities;
  • Advanced knowledge of Microsoft Excel;
  • Besides fluency in English (both written and spoken), fluency in French is a plus.
CONTRACT PERIOD: 1 year initially, extendible
