Senior Transport Specialist, Manila

Job Purpose:
Lead in the formulation and articulation of transport sector policy and strategies, engaging Central and West Asian Developing Member Country (DMC) governments in policy dialogue related to transport sector reforms, and conducting ADB's activities to support sector policy and reforms especially in relation to railway development and multimodal logistics. Lead in identifying, developing, implementing and administering loans and technical assistance (TAs) projects, and non-lending products and services (NLPS) in the transport sector. Work within general policies, principles and goals, working directly with clients.
Expected Outcomes
Strategy and Planning
  • Lead the development of policy and strategies for the transport sector in relation to railways in DMCs in consultation with relevant government agencies, other stakeholders, and Resident Missions (RMs).
  • Lead policy dialogue with DMCs to advance policy and institutional reforms in the transport sector, especially in the areas of railway transport sustainability development.
  • Lead country programming activities and ensure that operational strategies and programs are adequately reflected in the resultant country programming documents.
  • Lead in interdepartmental sector committees, country teams and working groups on transport sector.
  • Lead sector analyses in the context of sustainable economic development.
  • Lead and encourage development and active engagement of the private sector in the formulation of railway policy and strategies;
  • Coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of transport sector policy commitments to the management of projects.
  • Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnership and cofinancing where appropriate.
Project Work
  • Lead in the development and processing of loan and TA projects, including those with subregional connectivity nature which require policy, institutional and operational reforms and use of innovative and/or conflict-sensitive approaches in advancing these reforms.
  • Liaise with and coordinate with other development partners on development of TA and investment projects.
  • Ensure key technical, economic, financial, environmental, social, and other cross-cutting issues are incorporated in the project designs.
  • Lead the processing of loans and TAs, covering both sectoral (i.e., developmental impact) and project management (i.e., physical progress) aspects.
  • Provide guidance, advice and comment to project teams in the administration of sector and program loan and TA projects for the transport sector.
  • Identify opportunities for collaborative work and facilitate liaison with development agencies.
Policy and Project Evaluation
  • Ensure continuous assessment of the impact of policies, strategies and projects on beneficiaries, the transport sector, and on the overall social and economic development of DMCs.
  • Ensure the development impact of transport sector portfolio through monitoring and evaluation.
  • Ensure projects reflect policies and strategies for the transport sector and country and are compliant with ADB procedures.
Knowledge Sharing
  • Lead sector and thematic networks around the transport sector and related issues to keep abreast of latest developments and issues.
  • Substantially contribute to activities for advocacy, dissemination and knowledge building around railway sector issues.
Staff Supervision
  • Take the role of mission leader and supervise the work of mission members.
  • Facilitate and supervise the work of mission members while formulating and processing loan and TA proposals.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the on-going learning and development of reporting staff.
Educational Requirements:
  • Master's Degree, or equivalent, in Railway/ Civil Engineering, Economics, International Trade and Business, or other related fields. University degree in Railway/Civil Engineering, Economics, International Trade and Business, or other related fields combined with sector work experience in related organizations may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
Work experience
  • At least 10 years of relevant experience in the transport sector, especially railways, at senior levels (e.g. leading projects), as well as exposure in the public and/or private operations with full project cycle (i.e. programming, project processing to project administration and procurement work).
  • International experience working in several countries, preferably including ADB DMCs.
Technical knowledge
  • Proven application of expertise within a specific area of ADB's operations (sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community
  • Familiar with ADB processes and procedures in public sector operations
People and leadership skills
  • Proven mission leadership capability for processing loan and TA proposals, and in the supervision and administration of loan and TA projects
  • Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
  • Act as a coach to develop the capabilities/potential of more junior colleagues
  • Excellent oral and written communication skills in English
