Social Sector Economist, Manila

Job Purpose:
Conduct social sector work to guide social sector development. Identify, develop, implement and administer lending and non-lending products in social sectors. Provide technical inputs, including economic analysis, to social sector policy, programs and projects. Work independently and closely with governments, partners, sectors and other clients, with supervision for critical tasks.
Expected Outcomes
Strategy and Planning
  • Undertake economic and sector work, including social sector assessments, analysis of social sector trends, economic analysis of projects, and policy and strategy analysis and syntheses for ADB-supported social sector development efforts.
  • Undertake/Participate in the identification, development, and processing of loan and TA projects in the social sectors in DMCs that are national, subregional programs, or regional in scope. Integrate ADB's policies and guidelines in the design and implementation of assistance.
  • Participate in country teams and sector working groups. Contribute to country programming and the development of partnership strategies, operations business plans, strategic frameworks and roadmaps that are national, subregional, or regional in scope.
  • Provide information and analyses in the development of policies, strategies and innovative, participatory approaches.
  • Undertake policy dialogue with government on relevant social sector and economic policies and reforms.
  • Contribute new and innovative approaches to policy, strategies and operational issues, including private sector engagement in social sectors, in the context of inclusive and sustainable growth and poverty reduction.
  • Conduct policy dialogue to further social sector development in the context of sustainable economic development and poverty reduction.
  • Coordinate as appropriate with ADB's private sector operations group to develop public-private partnership assistance.
Project Management
  • Lead/Participate in the development and administration of lending and non-lending products in the social sectors.
  • Coordinate closely with executing agencies and implementing agencies; colleagues in the division, regional department, and in other ADB offices and departments; and development partners as appropriate, to ensure smooth project implementation and achievement of development results.
  • Provide advice to executing agencies on project preparation and implementation.
  • Ensure ADB assistance implementation is compliant and consistent with ADB policies, strategies and procedures.
Policy and Project Evaluation
  • Undertake economic and financial analysis, and cost estimation of lending and nonlending products.
  • Conduct/Participate in missions responsible for the evaluation of loans and TAs for social sector development.
  • Monitor closely and evaluate social sector assistance to ensure the achievement of development results. Assess continuously the impact of policies, strategies and projects on beneficiaries, and on the overall social and economic development of DMCs.
Knowledge Sharing
  • Contribute to the generation, preparation, and dissemination of products relevant to DMCs, including the promotion of innovations and best practices in social sectors.
  • Participate in sector and thematic networks on the social sectors to share and keep abreast of the latest developments and issues.
  • Participate and contribute to internal and external training and conferences, as well as, maintaining close relationship with development partners working in these sectors.
  • Coordinate and share knowledge with SEHS and other relevant ADB staff.
Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff and consultants, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.
  • Coordinate with relevant SEHS staff in matters relevant to reporting staff.
  • Perform other duties that may be assigned from time to time.
Educational Requirements:
  • Master's Degree, or equivalent, in economics, preferably with specialization in the social sectors, or related fields. University degree in economics, preferably with specialization in the social sectors, or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree
Relevant Experience And Other Requirements:
Work Experience
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 6-8 years' relevant professional experience
  • Excellent oral and written communication skills in English
  • International experience working in several countries

  • Proven application of expertise within a specific area of ADB's operations or breadth across multiple areas with in-depth knowledge within one area
