Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the direct supervision of the IOM Brussels Country Office Chief of Mission, and the direct guidance of the Senior Regional Resources Management Officer (SRRMO), the incumbent will be responsible for the organization, implementation and follow-up of the activities related to human resources management and recruitment activities for the IOM Country (CO) and Regional Office (RO) in Brussels.
Core Functions / Responsibilities:
1. Maintain personnel files for Officials and Field employees at location as assigned, ensuring that all documentation is complete; monitor the contractual status of field employees; monitor within grade increment schedule and ensure the timely preparation and issuance of contract renewals contracts, personnel action forms and separation clearances; obtain verification of terms of appointment and availability of funds;
2. Ensure adherence to IOM’s human resource and personnel policies, manuals, rules, regulations and guidelines and circulars are adhered to, filed and circulated to staff as appropriate.
3. Provide advice to staff members on their rights, entitlements and responsibilities when required. Refer sensitive questions/queries to supervisor as appropriate.
4. Maintain and administer the Organizational Management in PRISM (OM) by creating and updating the organizational structure of CO and RO in Brussels including monthly uploads of cost distribution.
5. Coordinate and administer the recruitment and selection of international and local staff of CO and RO Brussels: including establishment of TORs, vacancies, drafting interview protocol, candidate interviews, reference checks and management of the applications mailbox, coordinating with interview panels and REC unit as appropriate;
6. Streamline and improve the recruitment and selection tools and techniques in coordination with the SRRMO and Head of Units including composition of the selection panel, keeping the balance gender/ competences background;
7. Support the SRRMO and the CoM in the assessment of training needs, assessment of training options and facilities (course schedules, curricula and cost).
8. Identify and highlight to supervisor the need for improvements/adjustments in HR processes in the functional area.
9. Coordinate HR actions with Head of Units of RO and CO Brussels, CoM, Regional Director, central units of MAC/PAC, RO and HQ as and when appropriate.
10. Backstop other HR functions as and when required.
11. Perform other related tasks as required.
Required Qualifications and Experience
Education
• University degree in Law, Public Administration, Human Resources Management or a related field from an accredited academic institution, with three years of relevant professional experience, preferably in similar roles; or
• Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
Experience
• Experience in Administration and Human Resources Management;
• Experience in coordination of recruitment processes;
• Familiarity with UN common system or similar systems is an advantage
• High level of computer literacy. Knowledge of SAP a distinct advantage.
Languages
Fluency in English is required. Fluency in French and/or Dutch is an advantage.
