Analytical? Client-focused? A meticulous eye for detail? A strong financial background in developing and executing budgets and maintaining accounting records? If so, you could be our new Budget Analyst in the Office of Defense Cooperation (ODC), based at U.S. Embassy, London.
This position promises to be challenging and varied. From day one, we will need you to quickly grasp key financial regulations and hit the ground running to provide an accurate and prompt financial service.
From budgeting and planning to certifying and accounting responsibilities, your duties will include but are not limited to:
  • preparing, coordinating and executing the ODC annual multi-program operating budget;
  • identifying and programing ODC operating funds to meet mission essential and non-mission essential requirements and activities;
  • managing the Housing Program for ODC’s military members (currently Chief, ODC only) by obtaining funds from HQ USEUCOM Program Managers;
  • overseeing the financial planning and spending of actions of the entire ODC staff, rendering specific guidance and instructions;
  • evaluating each individual proposed expenditure for accuracy and compliance with applicable DoD, USEUCOM and DoS regulations, to include IMPAC Government credit card;
  • approving and certifying funds availability of ODC certified vouchers and transaction documents;
  • maintaining and updating both the Army and DoD Enterprise Resource Planning (ERP) system and serving as ODC Funds Control Officer;
  • monitoring ODC ICASS budget and work counts and preparing ICASS committee and council meeting inputs for ODC officers and non-commissioned officers (NCO);
  • assisting in managing the Foreign Military Sales (FMS) programs to Her Majesty’s Government (HMG);
  • calculating and submitting Time & Attendance reports for payroll of U.S. personnel in the ODC.
Please note that you may be required to travel on Temporary Duty (TDY) to various locations between 14-21 days per year.

QUALIFICATIONS REQUIRED

EDUCATION:College/university studies is required.
EXPERIENCE:
Progressively responsible experience in accounting and budgeting is required.
LANGUAGE:Level IV in English is required.
JOB KNOWLEDGE:Working knowledge of Department of State, Department of Defense and the tri-service accounting and budgetary regulations is required. Detailed knowledge of EUCOM directives related to accounting and finance is required.
SKILLS AND ABILITIES:Ability to manage ODC funds in order to accomplish ODC mission and programs is required. Must be able to obtain, analyse, and evaluate complex data and prepare details accounting and financial reports for submission to Chief, ODC and higher headquarters. In this regard must possess high level skills in articulating (both orally, in writing, and via commonly used presentation methods) complex issues. Must be able to adapt to changing circumstances such as those dictated by shifting mission priorities. Must possess a high level of interpersonal skills in order to recommend and solve financial management issues. Must be able to balance competing priorities in a high demand/low density office environment. Must be able to process data using word-processing equipment and financial software as required.
