The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Legal Department, Corporate (CORP) – Operational Programmes & Technical Assistance Division (OPT) at its headquarters in Luxembourg, an:
OperatIonal Programmes Implementation Lawyer
This is a full-time position at grade 4/5
The term of this contract is 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
The successful candidate will assist the Head of Division, together with other legal advisers, in providing legal support mainly in the area of Operational Programmes with a particular focus on mandate development and implementation. S/he may also be asked to provide legal support in relation to other tasks and competences of the division.
Operating Network
The lawyer,(referred internally as -Junior-Officer Legal Services), will act under the authority of the Head of Division and in accordance with the priorities established by him, in agreement with the Director. S/he will provide her/his support in particular to OPs services working in the areas of mandate and financial instrument development using EU Central Budget and potentially Structural Funds (ESIF).
The lawyer will carry out work relating to Operational Programmes matters and other tasks within the Division's remit and will independently manage the relevant dossiers. S/he will operate under the supervision of the Head of Division, whose instructions s/he will follow when dealing with complex issues and whose approval s/he will seek on fundamental or unusual matters. S/he will:
  • Advise on the EU legal framework for mandates with particular focus on the Financial Regulation
  • Manage agreements and negotiations with the Commission
  • Advise on advisory and related procurement issues in connection with mandates both within the EU and externally
  • Undertake research and conduct legal studies on problems of law arising in connection with the Bank's operations and in the context of developing new financial instruments
  • University degree in law
  • A qualification or professional experience in both common law and civil law would be a distinct advantage
  • At least 3 years of professional experience of EU law, in particular in relation to EU budget with some contract experience or contract experience with some EU law
  • Experience in contract drafting would be an asset
  • Familiarity with standard IT tools
  • Excellent knowledge of written and spoken English is required. A good knowledge of French would be an advantage (*). Knowledge of another language of the European Union would be an asset
  • Ability to analyse, summarise and resolve problems
  • Ability to develop innovative legal solutions
  • Ability to draft documents promptly
  • Good interpersonal and negotiating skills
  • Ability to argue convincingly and achieve a consensus among colleagues and third parties on official legal matters
  • Team player
  • Well-organised, with the ability to prioritise (meet deadlines)
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
