Policy and Strategy serves AARP by leading the development of AARP’s state and national legislative policy, by leading our advocacy efforts in global aging policy, and by leading AARP's efforts to create and maintain relationships with leading academic institutions.
Responsibilities
  • Identifies policy challenges and solutions related to older worker issues/employment.
  • Provides detailed analyses of employment trends and identifies emerging issues.   
  • Uses appropriate methodologies and data to conduct and oversee original research on highly visible and potentially controversial policy issues in areas of importance to AARP. 
  • Provides objective policy analysis for timely use by key internal clients to inform advocacy efforts and provides expert guidance to volunteer leaders. Evaluates current policy positions and provides extensive input for the drafting of The Policy Book:  AARP’s Public Policies.
  • Develops policy options and strategies to enable AARP to promote changes in public policy that make it possible for Americans 50+ to live a better life.
  • Critiques legislative and regulatory proposals in area of expertise, and provides objective policy analysis to inform AARP’s public outreach and advocacy efforts,
  • Represents AARP in public forums, and serves as an expert resource to AARP staff and volunteer leaders, as well as to opinion leaders and policymakers outside AARP
  • Serves as focal point within AARP for issue expertise, participating in and influencing strategic planning and decision-making by contributing to campaigns, actively serving on committees, teams, and working groups. 
  • Demonstrates AARP leadership behaviors in all interactions.
Position requires the ability to
  • Initiate and complete work independently, to plan and manage one’s workload, and to complete work under tight time pressures.
  • Think strategically when developing a work plan.
  • Excel in a team environment, and to collaborate with others within the Public Policy Institute and throughout AARP.
  • Balance and manage short-term deliverables with long-term projects.
The employee must exercise excellent judgment when dealing with internal and external stakeholders. By providing factual information and technical advice, the employee will have a direct impact on the achievement of AARP’s goals and strategic priorities.  The employee will assemble and analyze data that leads to the development of policy solutions.
Requirements
  • Completion of an advanced degree in Public Policy, Economics or other Social Sciences, Law, or a related discipline, and a minimum of 8 years of experience related to the position.  Completion of a Doctorate degree preferred.
  • Demonstrated expert on older worker issues and employment. 
  • Familiarity with public data sources such as Bureau of Labor Statistics; and public data sets such as: the Current Population Survey; Health & Retirement Study; and Panel Survey of Income Dynamics.
  • Experience with analyzing and presenting data using statistical packages.
  • Excellent written and oral communications skills and exceptional skills in presenting complex subject matter for all types of audiences, and knowledge and ability to use social media communication tools, such as twitter and blogging.
