Our programs deliver care and health education through mobile medical clinics and fixed site clinics to about 90,000 children and families in over 340 schools, Head Start centers, shelters and community sites.
Eliminating medical conditions known as “health barriers to learning” that interfere with child development and school performance: CHF’s Healthy and Ready to Learn initiative in three high-need schools in New York City seeks to ensure all children who face health barriers to learning are identified and treated.
Responding to the needs of vulnerable children impacted by major public health crises: When a disaster hits–whether it is the ongoing lead crisis in Flint, Michigan or the 2012 Hurricane Sandy that struck New York and New Jersey–we respond quickly to help children and families recover from the damage and the trauma, no matter how long the road to recovery may be. 
Improving the health and well-being of children through advocacy and public education efforts: Providing health care is only part of the formula. CHF also improves the health of all children in the United States by using research on health issues facing disadvantaged children and families to inform policymakers and influence change.

Position Overview

The Monitoring, Evaluation, and Research Fellow will play a critical role in helping the organization use data for its diverse needs, which span: measuring the success of grants that support the National Network programs; supporting programmatic learning, quality improvement and model development; providing evidence for advocacy; informing organizational strategic planning; and communicating the impact of CHF’s work in the media.
A significant part of the fellow’s work will be supporting the monitoring and evaluation needs of the various grants that support CHF’s National Network of 24 programs. These programs vary considerably in size, resources, operational structure, data capacity, Electronic Health Record (EHR) systems, institutional support, clinical teams, populations served, and geographic locations. The fellow will work with these diverse programs to ensure that the monitoring and evaluation of grants is on track, provide programs with technical assistance in developing data collection tools or analyzing data tailored to each program’s unique needs, and help programs use data for program improvement. Evaluation support to the programs is usually provided remotely via phone and email, and requires skill in being able to ask the right questions to understand the realities of program implementation and evaluation in the field. The fellow will also be involved in writing monitoring and evaluation plans for new funding.
Additionally, the fellow will provide intensive, on-the-ground, evaluation support to field programs in New York City, specifically CHF’s Healthy and Ready to Learn initiative in high-needs public schools in New York City and the South Bronx clinic of the New York Community Pediatrics Program. 
The fellow will also support ongoing quality improvement and program assessment efforts, including analysis of administrative data from the CHF National Network programs to describe patient demographics, scope of services provided, and efficacy of services delivered. The fellow will also strengthen the organization’s capacity to use data to inform advocacy, strategic planning, and communications.
As needed, the fellow will participate in program development and other activities of the Medical Affairs team (such as special initiative development and local events).

Responsibilities

The fellow will work under the supervision of the Department of Medical Affairs’ Chief Medical Officer and Director of Evaluation and interact closely with other CHF departments (Advocacy, Communications and Development) and the National Network programs. The fellow will be based at the CHF headquarters office four days a week and at the South Bronx clinic one day a week.  Specifically, the fellow will support the following monitoring, evaluation, and research activities:
  • Develop and implement monitoring and evaluation plans for grants that vary considerably in size, focus areas (e.g. asthma, obesity prevention & treatment, healthcare technology, etc.), and National Network programs supported. This will involve working closely with the programs to: specify program design through logic modeling, develop outcome and process measures, develop data collection tools, develop data collection timelines, develop quality checking procedures, provide technical assistance to programs, analyze data, assess program performance using data, and provide programs with feedback to improve care
  • Conduct analyses of the data using SPSS and Excel, and write reports summarizing results and potential applications
  • Work on a monitoring and evaluation system for the National Network to assess the overall impact of the National Network programs and the impact of specific models of care
  • Support the regular data collection, quality checking, analysis, and reporting of administrative data on the CHF’s National Network (patient volume, types of services delivered, and program information on the National Network programs)
  • Conduct literature reviews and, depending on organizational need, contribute to the writing of articles for peer-reviewed journals, white papers, monographs; and other CHF documents for online publication, targeted dissemination, and support of CHF’s advocacy positions
  • Assist with other activities of the Medical Affairs Department as needed

Desired Skills and Experience

  • Experience in primary care settings a plus
  • Knowledge of health care and issues specific to children and/or community health
  • Experience with working with data and creating tables and charts in Excel
  • Experience with designing tools for data collection and analysis for field programs
  • Experience with SPSS or other statistical software program
  • Self-directed and able to work independently, as well as part of an interdisciplinary team
  • Strong writing skills and attention to detail
  • Ability to be flexible and maintain a positive attitude in a fast-paced, fluid environment

Fellowship Logistics

During the fellowship year, all fellows are provided with:
  • A pre-tax living stipend of $1100/month
  • Housing and utilities
  • Health insurance
  • A professional development grant of $600
  • An award of $1500 upon successful completion of the fellowship year
  • Travel costs covered to and from placement site, training and retreats
Living and Working in the US: Fellows are provided with basic housing and a utilities stipend during the fellowship year. GHC coordinates housing for fellows placed in the United States in shared apartments or houses that meet GHC's safety standards. Housing arrangements are assigned prior to departure from Training Institute. Fellows at Children’s Health Fund will be housed in New York City, an urban city in the northeastern United States.
