PROGRAM MANAGER - ADDRESSING ROOT CAUSES (ARC)

The successful candidate will provide overall vision, leadership, and guidance of the “Addressing Root Causes of Conflict” (ARC) Project internally, with project staff, and externally with, host governments, Netherlands Government in role of donor, and stakeholders. The CARE-HDC ARC partnership aims to facilitate peace building and economic resilience in Jonglei State over the next five years, by promoting complementarity and synergies with other actors and initiatives on the ground.
The Program Manager (PM) shall have principal responsibility for overall project management and technical operations to ensure that project tasks are completed and that project objectives are successfully met. S/he will lead the team and serve as the primary point of contact with the donor in South Sudan regarding implementation of activities and management matters relating to the agreement. S/he will have overall responsibility for assuring that all assistance provided under the agreement, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel. S/he will be the primary point of contact for information on the progress and current status of all activities under the agreement and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. Finally, s/he will manage the preparation and presentation of all proposed implementation plans and reports.
The PM will lead planning and implementation of project overseeing all aspects (programmatic, financial, administrative, personnel). Ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information, and the learning agenda is implemented and followed. Ensure that all project resources are being used efficiently, effectively and transparently towards meeting project objectives. Organize project implementation meetings with project staff to follow-up on project progress, recommend as required corrective measures to address problem areas.
Together with the Assistant Country Director – Programs (ACD-P) and CARE Netherlands, the PM informs and participates in the development of CARE SS Peace Building and Resilience initiatives, ensuring coherence with the overall programs. The position is based in Panyagor, Jonglei State, South Sudan and requires regular visits within Jonglei where implementation will occur. The incumbent will report to the ACD-P and has a functional relation to the State Coordinator.
Primary Responsibilities:
  • Program management
    • ​Ensure that the project plans and activities are meeting intended purpose and goals and the staff have adequate knowledge and skills through technical support
    • Manage the in-country relationship with HDC, and monitor their program performance;
    • Ensure that the project takes into account the need to incorporate cross-cutting issues, and lessons learnt, whilst ensuring maximum participation of stakeholders.
    • Carry out day to day management of program including recruitment, staff management, and capacity-building through trainings, coaching and mentoring of key staff. Document regularly program learning and success cases and disseminate learning within the country program.
    • Provide overall responsibility for the planning, coordination, implementation and monitoring and evaluation of project activities in Jonglei State as well as ensuring that the project meets the objectives through effective implementation.
  • Supervise and build capacity of project staff
    • ​Closely work with key program staff at the field office to streamline program accountability, quality, and feedback to management, donors, and beneficiaries.
    • Provide technical support to CSS ARC program staff at the field level and develop project and support staff whilst ensuring that there are clear and defined roles and responsibilities and up to date job descriptions for each staff.
    • To establish performance objectives for each of the staff and conduct formal semi/annual appraisals on timely basis.
    • To build staff capacity through training, mentoring and visits as appropriate.
    • To identify areas for staff and local partner training and development needs, set plans, and ensure effective implementation plan.
  • Liaise with CARE Nederland and other Care International (CI ) members and local government and stakeholders
    • ​Responsible for liaison on a regular basis with the CI member team to keep them abreast of the progress on the project implementation.
    • Work closely with CARE Netherlands and CARE International specialists for Resilience, Economic Development, Peacebuilding, Inclusive Governance nd Gender.
    • Oversee the timely submission and approval of quarterly financial and narrative reports to CARE Nederland, in close coordination with the M&E team
    • Together with CSS M&E staff, Conduct the desk study required for the evidence section and apply the findings to further finetune the learning agenda (in cooperation with CNL); oversee implementation of the baseline study and ensure the results feed into the programme and ensure the Market assessment study is conducted according to donor specifications
  • Program development, advocacy and research
    • ​Ensure lessons learned and best practices from ARC and the CARE Regional Resilience initiatives are shared internally and externally, and integrated into new programs;
    • Actively contribute when requested, to the development of the CARE country office and CARE International policies and procedures on all matters.
    • Where appropriate, contribute actively to the national development policy debate through participation in seminars, meetings etc.
    • Lead and support advocacy research/publications on Gender, peace building, Resilience and other emerging issues
  • Other duties as assigned
    Primary Skills:
  • Advanced degree in International development
  • At least 5 years of experience working in community development in conflict setting, with a strong background in Resilience, Peace building and Social Cohesion approaches Minimum 2 years in a senior program management position
  • Ability to meet multiple deadlines under pressure.
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience;
  • Ability to collaborate with people and organizations of diverse backgrounds
  • Excellent verbal and written communication skills in English.
  • Experience in monitoring and reporting on peace building and economic resilience grant activities
  • Experience in designing, managing and implementing emergency and development programs.
  • Demonstrated skills in leadership and management in a complex international setting.
  • Solid experience in staff supervision and development. Familiar with humanitarian and developmental issues in conflict settings.
  • Experience of project management through remote management
  • Strong skills in donor and inter-agency representation
  • Experience of conflict-sensitive and gender transformative programming approaches
