Job Summary:
Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities. 4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity for vulnerable children and their families.
A major part of grant activities will be to generate and disseminate knowledge on issues and best practices. Key responsibilities of the Monitoring, Evaluation, Accountability and Learning Specialist include overseeing the 4C Performance Monitoring Plan and ensuring timely submission of quality data from a number of subprojects around the world.
Overall Responsibilities:
- Maintain 4C Global Performance Monitoring Plan (PMP), updating as needed.
- Support preparation of semi-annual reports.
- Ensure 4C program Monitoring and Evaluation manual is up to date.
- Support the preparation of annual work plans for approval by 4C leadership team.
- Contribute to the implementation of the 4C knowledge dissemination plan.
- Support Operational Research activities through the selection of valid measures, drafting/reviewing research protocols, managing Ethical Review Board submissions, managing local research partners
- Investigate and conduct analysis of various secondary data sources (MICS, DHS, etc.).
- Support country-based projects in developing and/or implementing M&E Plans that are consistent with 4C’s global objectives.
- Work closely with country-based M&E Officers to ensure timely collection of quality data.
- Provide reviews for or substantive contributions to country-based learning documents.
- Represent 4C in external meetings, conferences and presentations on 4C-related M&E topics.
- Provide other support to the EBTD and Knowledge Management and Communications Officer when needed.
- Ensure all MEAL-related data and files are properly organized and stored

Key Working Relationships:
Internal: Evidence Based Technical Director; Knowledge Management and Learning Specialist; 4C team; CRS Monitoring, Evaluation, Accountability and Learning team, country-based subproject M&E Specialists.
External: Consortium members, local implementing partners, 4C country program staff

Qualifications:
- Master’s degree in Public Health, International Development, one of the Social Sciences, or related field required.
- At least 5 years of professional experience in monitoring, evaluation and knowledge management in the international development, public health, or humanitarian assistance sectors
- Excellent English language oral and written communication skills; fluency in a 2nd major foreign language a plus
- Computer literacy and proficiency with Microsoft Office suite and analytical software.
- Working knowledge of analytic software such as STATA, SPSS, or SAS, a plus.
- Willingness to travel for up to 25%
Travel Requirements:
International travel may be requested.
Physical Requirements/Environment:
- This position will be based at CRS Headquarters, located in Baltimore, MD
- Normal conditions for an office environment
