Degree in a discipline that is directly relevant to or provides basic skills in food security
Relevant country experience in food security analisys
Excellent communication and interpersonal skills
Excellent analytical and report-writing skills
Excellent knowledge of Portuguese

WORK CONTEXT
"Reforço da segurança nos distritos de Nhamatanda e Buzi (Sofala) e Marracuene (Maputo), Moçambique" is an European Union (EU) funded project implemented by Cesvi. The project has started in November 2009 and has the long term objective of contributing to improve food security in Sofala and Maputo Province.
The main activites are: rehabilitation of the irrigation systems, improvement of the land use, improvement and rehabilitation of the warehouses conditions, training of the farmers association

JOB DESCRIPTION
The Mid Term Evaluation Mission (MTEM) will start the 1st March 2011 and finish the 20th March 2011 with the submission of the final report.

List of activites:
- briefing in Beira and Maputo
- Project evaluation
- Draft Report
- Debriefing in Beira and Maputo
- Final Report

The MTEM will take place in the project target area in Soafala and Maputo Province.

Objective of the MTEM
The overall objective of th MTEM is to identify and assess the outcomes of the project, and to provide reccomandations for the final period of action

MTEM Topics
The consultant will be in charge of the assesment of the project, and will be required to coordinate his/her activities with Cesvi Mozambique staff.
The MTEM will analyze the project following five dimensions:
- Pertinence and qualtiy of the project design
- Effectiveness of project implementation
- Effectiveness of the action
- Impact
- Sustainability
