Afghanistan Shelter Project Coordinator

The Norwegian Refugee Council has been implementing projects for Afghan Returnees and IDPs in Afghanistan since 2002. The country program includes projects within Education, Information Counselling and Legal Aid (ICLA) Shelter.

The main activities within the shelter program are currently the construction of permanent, transitional and emergency shelters by the provision of shelter packages to Returnees and the Internally Displaced Afghan population. During 2011, NRC plans to expand the scope of the project with the inclusion of provision of NFI and winterization kits to vulnerable displaced population. These activities play a significant role in stabilizing political turmoil and social unrest among the uprooted population in Afghanistan’s rural and urban areas.

The efficient and smooth implementation of the shelter programs, NRC planning to nationalize shelter project coordinator’s positions in all provinces in Afghanistan with the establishing new shelter Programme Manager based in Kabul. The full time National Shelter Project Coordinator is required to run the project in Nangarhar and Laghman Provinces.

JOB PURPOSE

The main objective for the National Project Coordinator is to lead NRC’s shelter activities in Nangarhar and Laghman provinces, within the approved proposals and budgets and given objectives and framework, and the authorities given by the NRC Programme Manager/ Area Manager.

REPORTING TO

The National Project Coordinator reports to the Shelter Programme manager for project related/technical issues and reports to the Area manager for HR/Security/Logistic issues. However, his line manager would be Shelter Programme Manager.

DUTIES & RESPONSIBILITIES

Project Management

 Ensure that shelter activities are in accordance with approved proposals, donor requirements, NRC policies, international standards and local customs;  Lead needs assessment surveys and beneficiary selection;  Maintain a regular system of implementation, project monitoring, verification of completion and evaluation;  Adopt community participation and self-help construction principles wherever possible;  Adopt innovative and sustainable technologies for shelter construction wherever possible;  Under the guidance of the Area Manager and with support from the Logistic Officer prepare the list of items with the specifications to be procured for shelter construction projects;  Under the guidance of the programme Manger /Area Manager and the support from the Finance Manger, maintain the budget control of the shelter projects and ensure that NRC financial management routines and systems are adhered to;  Under the guidance of the Programme Manager with support from the Area Manager, procure all materials required for shelter construction and NFI distribution: o Ensure logistics and construction components of program are operating in tandem to ensure timely and appropriate arrival and supply of materials. Specifically, monitoring and forecasting needs. o Ensure that all goods on the ground are of the correct standards and specification and fit for the operation. o Where applicable manage distributions and voucher systems.  Under the guidance of the Programme Manager/Area Manager, liaise with international, governmental and non-governmental organizations in the area and collaborate where appropriate;  Network and facilitate as necessary agreements with relevant shelter actor such as UN agencies, local authorities and other NGOs;  Produce regular, timely and accurate narrative and financial reports to the Programme Manager and Area Manager;  Attend shelter cluster, ES- TWG , WASH and IDP task force monthly meetings in the region;  Attend Jalalabad staff weekly meetings;  Write and export CAD monthly reports to NRC intranet;  Take a shared interest in the success of other NRC activities in the region;

Programme Development

 Contribute to the development of NRC’s Regional Strategy and Plan of Action in the shelter sector;  Develop NRC’s new initiative to improve remote monitoring systems;  Continuously seek innovative ways to improve/develop the work of NRC’s Shelter programme and support the implementation of necessary program changes;  Actively promote the rights of IDPs, Refugees, Returnees and local vulnerable host population by mainstreaming of protection and advocacy into the shelter program.

Personnel Management

• Manage all shelter team reporting directly to the National Project Coordinator; • Establish a good working environment based on the NRC values; • In consultation with the Programme Manager/Area Manager, decide on employment of staff working in the team; • Ensure optimal use of human resources, including promotion of team work and team spirit, securing adequate training and promotion of talented staff; • Ensure that NRC staff adheres to NRC’s security rules and guidelines and that information sharing and consultation with the Regional Security Adviser takes place regularly; • Support, train and develop the shelter team, with a specific focus on technical skills • Any others tasks assigned by the Programme Manager or Area Manager.

PROFILE OF PERSON

PROFESSIONAL BACKGROUND • Minimum three years experience in implementing shelter programmes in conflict-affected areas or rural-developing environments; • Demonstrated experience in administration and personnel management;

ESSENTIAL SKILLS • Understanding of complex emergencies and crisis contexts; • Fluency in the English language, both written and verbal; • Fluency in Pasthu Language is desirable; • Computer skills including use of Excel spreadsheets; • Experience or willingness to mentor and counterpart national staff; • Familiarity with Sphere Standards.

FORMAL EDUCATION • Relevant education, preferably in construction, social sciences or management.

PERSONAL QUALITIES • Goal oriented and visionary • Ability to work under pressure, independently and with limited supervision. • Ability and willingness to work and live under difficult circumstances. • Flexible, creative and sense of humor.
