Costing of the ECCE Policy documents Consultant

Duration of the contract: 11weeks

Task of the consultant

The consultant is expected to work in a pro active and transparent manner with the National consultant, the taskforce and with staff of the planning department of the three ministries involved.

The taskforce has the following set of activities in mind.

• Work out and agree upon child/target group/staff ratio’s and unit cost, to be used for the different components of the pillars and the different modalities within the pillars. (10 days) • Propose and agree upon three different scenarios.(8 days) • Quick tentative working out of the three scenario’s. (15 days) • Present and discuss the tentative results in an expert workshop. (3 days) • Prepare on basis of outcome of the workshop a detailed and concrete proposal three scenario’s (4 days) • Based on approval and instruction of the taskforce work out three scenarios’ and present them in a concise well written report including detailed and practical recommendations.(10 days) • Prepare on basis of the report a maximum 10 page policy brief (2 days)

Main outputs

• A concise report and policy brief in which three implementation scenarios including costing are presented which will enable policy makers to make well informed concrete decision on the mix of modalities in the implementation programme and the funding. • Costing off all the activities in the Strategic Operational Plan • Costing of the three Preschool modalities

Expected background and Experience

• Posses a good track record in costing scenario’s for educational and preferable also health and nutrition programmes • Masters degree in Economics and Bachelor Degree in Social Science • 10 years of relevant expereince in financial/economical; • Excellent communication and writing skills • Preferable previous experience in Ethiopia
