Program Development Manager (Europe/Central Asia)

Habitat for Humanity International (HFHI) is seeking a professional to fill the role of Program Development Manager (Europe/Central Asia). Reporting to the Program Director of Europe/Central Asia, the Program Development Manager is responsible for the growth and development of the existing programs in the region, consistent with HFHI standards and strategic goals towards sustainably serving more families. At the same time, he/she will contribute to the development and implementation of a regional expansion strategy. The PDM acts as the first point of contact between HFHI and country programs in the field and enables strategic and innovative program expansion through healthy organizational growth, effective consultation on strategic management operational implementation. This position will be located at our Europe/Central Asia office in Bratislava, Slovakia.

KEY RESPONSIBILITIES INCLUDE:

  • Acts on the behalf of HFHI Europe/Central Asia and its Program function with all assigned countries
  • Works closely with Director of Program to determine and apply HFHI global and Europe/Central Asia otrategic directions and targets in assigned organizations
  • Consults, advises and liaises with national boards of directors to foster program accountability.
  • Facilitates development of strategic and operational plans for national organizations;
  • Consults and advises assigned organizations / partners on fiscal and operational management, including: o Operational planning in alignment with the country / ECA strategy o Program innovation and development including partnerships o Operational planning o Budgeting o Program and fiscal monitoring and evaluation o Human and financial resource development and allocation o Problem solving
  • Serves as first accountability point from field to HFHI
  • Identifies and support potential partner organizations and negotiate strategic program alliances;
  • Supports the PBF process and resource development department to fundraising opportunities including grant proposals;
  • Manages HFHI personnel in assigned countries where applicable
  • Serves as coordination link between HFHI (HQ, Europe/Central Asia Area Program Department, Europe/Central Asia Area Specialists) and in-country organizations / partners
  • Develops new programs and partnerships in order to expand the impact, scale and geographic locations of HFHI
  • Provides regular reports to HFHI and other stakeholders
  • Assists Director of Program in distributing funds: UD, DD and other across Europe and Central Asia HFH organizations
  • Contributes to the development of Europe/Central Asia strategy and regional niche definition.

REQUIRED SKILLS:

  • More than 5 years experience in grants/contracts administration, 3 years in supervisory capacity
  • Knowledge of donor requirements (especially USAID/PEPFAR, Irish Aid, DFID, CIDA, EU, etc.)
  • Ability to understand financial reports and analyze financial variances
  • Ability to coordinate both financial and programmatic functions of grant management
  • Good management skills (planning, organizing and monitoring)
  • Good communication and inter-personal relation skills
  • Strong writing skills (clear, concise and compelling)
  • Comfort and efficiency in IT systems including MS Office Suite
  • Ability to travel
  • Fluency in English
  • International experience managing multi-cultural partners and stakeholders
  • Bachelor’s degree or equivalent
