Director of Youth Summer Camps on Leadership and Local Governance (YSCLLG Director), Iraq

We are currently seeking a Director of Youth Summer Camps on Leadership and Local Governance for the USAID/Iraq Community Action Program. This is a community-based program that fosters direct citizen participation in the rehabilitation of their communities to address local needs. The Youth Summer Camps are a significant part of highly successful youth initiatives that ACDI/VOCA is conducting with young men and women from some of the most insecure provinces of Iraq. The goal of the camps is to build, in a safe, neutral venue, skills in citizenship and community leadership among youth of different social, cultural and ethnic backgrounds who come from communities in Diyala, Kirkuk, Ninawa and Salah ad Din provinces. The position will be based in Kirkuk City, Kirkuk Province, Iraq at the ACDI/VOCA Arafa compound. The two camps will take place at Pank Resort, Rawandouz, Erbil Province.

Responsibilities:

  • Review national Camp Manager's plan and execution of direct announcement activities, principally through meetings and email, to ensure candidates were transparently selected by the Application Review Committee according to set criteria.
  • Create a work plan with realistic targets, develop a module training for facilitators, and develop budget, within two weeks of start of consultancy.
  • In coordination with staff, prepare, maintain, and monitor budget for all phases of trainings and camps, from pre-planning to post-camp report writing and presentation.
  • Train Camp Manager, staff and Coordination Committees; prepare modules, status reports and presentations on camp activities.
  • Maintain and develop logistical content; review existing program modules and, where appropriate, prepare new program modules based on recommendations from YSCLLG 2010; ensure all supporting materials are translated and packaged in binders for distribution at beginning of each camp.
  • Report to the ACDI/VOCA Management Information Systems (MIS) department in a timely manner on camp preparations, post-camp activities and content for weekly reports.
  • Liaise with the ACDI/VOCA Monitoring and Evaluation (M&E) department to provide input on a Knowledge, Attitudes and Practices (KAP) baseline on camp participants' perspectives on local government and democratic principles; provide recommendations for inclusion of new module material in post-camp assessment of the impact of the camp activities; review final draft of camp evaluation forms.
  • Develop written recommendations for Youth CAG members, CAGs, Local Councils and Ministry of Sports to follow up with youth initiatives for future day camps and youth initiatives.
  • Write a final consultancy report for both camps, with information on implementation and issues that arise, and with recommendations for improving camp management and project implementation, and suggestions on follow-up activities.

Qualification:
  • Five years of experience directing youth camps is required. At least three years' experience managing youth programs of mixed ethnic and social backgrounds in the Middle East preferred.
  • Experience leading or managing UN Model Programs for youth, youth camps, or youth leadership or government-type forums.
  • Knowledge of boys' or girls' state programs in the United States or international youth camps in the Middle East.
  • Ability to multi-task and stay on schedule without sacrificing quality of work is required.
  • Advanced education in youth development or a related field, or equivalent professional work experience, is required.
  • Knowledge of Arabic, Turkish or Kurdish is desirable.
  • Able to formulate and effectively implement an operational plan and carry it out in a short time frame.
