Governance Expert with specialisation on Local Governance and Financial Dec

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior Governance Expert for a short-term mission under the Lot 7 FWC in Bhutan.

Lot 7: Joint Annual Review of the Support to Local Governance Support Programme (SLGSP)

Starting period: 15/08/2011 Duration: 38 w/d Location: Delhi and Bhutan

Overall objective The overall objective of the assignment is to assess programme progress under LGSP, identify weaknesses and formulate recommendation to programme managers and stakeholders, as well as to review and establish the baseline for EU progress monitoring.

Specific objectives 1) to represent the EU in the Joint Annual Review Mission Team on LGSP and contribute to its objective to review programme progress and recommend on improvement for the future.
and 2) to re-validate and/or - if appropriate - recommend adjustments to the Performance Assessment Framework (PAF) as established in the SLGSP Financing Agreement and provide current status on the results indicated in the PAF thereby establishing baseline data.

Senior Expert: Governance Expert with specialisation on Local Governance and Financial Decentralisation

Required profile: Educational background and experience: • Professional qualification: Postgraduate degree in Political and/or Economic Sciences or any other relevant subject, specialisation on local governance and fiscal decentralisation is a clear asset; • At least 10 years of general professional experience with programmes aiming at strengthening Local Governance and fiscal decentralisation, local grant systems, decentralised planning and budgeting, decentralised monitoring and reporting; • Substantive specific experiences with sector budget support in general and with EU- Sector Budget Support in particular, experience in analysis of sector policy and sector programmes, experience in assessment of sector implementation progress; results-based management; definition of indicators and targets; • Earlier contributions to Joint Annual Review mission in the area of fiscal decentralisation is an asset; • Experience in similar assignments in South Asian or Asian countries is an asset; Experience in working in Bhutan will be considered a further important asset; • Demonstrated cross-cultural sensitivity and negotiation skills; Excellent interpersonal and communication skills, experience in working in a team and as a team member; • Excellent written and spoken English.
