Project Description:

MSI was recently awarded a four year, $150 million USAID funded project that will support administrative reform in three key areas: civil service reform, national policy management and administrative decentralization reforms. MSI will work closely with the Government of Iraq at the national, regional and provincial levels.

Position Summary:

The Civil Service Institute Advisor will support the establishment and development of the Civil Service Institute. S/he will provide ongoing technical support to CSI , including training policies, and the design of a staff development curriculum for civil servants. S/he will report to the Team Leader, Civil Service Reform.

Responsibilities: • Design and implement FCSI Organizational Structure • Develop and strengthen institutional capacity and management capacity building including planning and programming of FCSI • Defining the sequence of activities required to establish the FCSI and related ministry and provincial training centers, in sufficient detail • Provide guidance and expertise on administrative functions and personnel issues for FCSI; • Provide technical advices and support to FCSI at central level managers and at provinces levels in the area of overall management including, but not limited to, development and implementation of action plans, information management and the strengthening of management systems, • develop a productive linkages between the FCSI and training centers in ministries and provinces • Develop and establish training system based on global best practices.

Qualifications:

• Degree in international development, public administration, human resource development, organizational development, adult education or equivalent; • Familiarity with legislative and regulatory frameworks related to civil service institutions; • Significant experience assisting in the establishment or reform of civil service training systems and institutions in developing countries; • Substantial experience in training and curriculum design; • Extensive knowledge of global best practices in the design and operation of civil service training systems; • Experience in Iraq or similar conflict environments preferred; • Arabic language helpful.
