Human Resources Assistant (Recruitment)

The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management, security and safety services and facilities management. It manages ITU's resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital and physical assets of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.
Duties / Responsibilities
Within the Human Resources Policies Division of the Human Resources Department, under the supervision of the Head of Recruitment Service, the incumbent performs the following duties:
  • Prepare, in coordination with Sectors/Departments, the final version of vacancy notices; check qualifications and competencies of each vacancy notice to ensure completeness and compliance with the recruitment practices and policies in ITU.
  • Obtain appropriate approvals and publish the vacancy notices in the E-Recruitment system; if required, prepare and advertise vacancy notices in newspapers and magazines.
  • Follow-up the status on each vacancy notice and the related applications in the E-Recruitment system until the selection process has been completed.
  • Process applications, compile and analyze data for consistency, completeness and accuracy. Evaluate diplomas and qualifications of candidates, contacting internal candidates whenever necessary to ascertain validity of information or to obtain additional information related to their applications/curriculum vitae.
  • Prepare lists of candidates, their CVs and all related documents necessary for the selection process for each vacancy notice, ensure their distribution and follow up all recruitment processes within established rules and procedures.
  • Set-up Pre-selection panel meetings and dispatch all related documents before and after these meetings. Organize APB meetings for all posts: set-up the schedule, ensure the participation of the required members, prepare all documents required for the meeting and ensure dispatch within the legal time limits.
  • Analyze recommendations received for the APB meetings and refer them to supervisor with proposals, take required actions within the established rules and recruitment policy and transmit them for final revision before submitting to the APB. Process recommendations for selected candidates to obtain approvals and follow-up until the approved recommendations are transmitted to the administration division.
  • Prepare correspondence in two languages to be sent to candidates on tests and/or interviews. Arrange logistics pertaining to these events and ensure collection and distribution of documents before and after the events. Send general correspondence to candidates throughout the recruitment process.
  • Prepare statistics and collaborates in drafting reports on recruitment matters.
  • Carry out comparative research on recruitment matters and respond to enquiries from both within and outside the organization referring more complex issues to the supervisor.
  • Identifies problems, changes and possible enhancement within the E-Recruitment System and provides ongoing support.
  • Provide advice and information on recruitment procedures and give advice to callers when enquiring about posts.
  • Provide training and assistance on the E-Recruitment system and keeps updated with principles and tools used in E-recruitment system.
  • Perform other duties as required.
  • Qualifications required
    Education:
    Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma.
    Experience:
    At least 8 years of experience in administrative work including at least 3 years in Human Resources Management. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.)
    Languages:
    Excellent knowledge of English or French and very good knowledge of the other language.
    Competencies:
  • Knowledge of HR & Recruitment issues handled in international organizations.
  • Typing in English and French, including one of these languages at test speeds of Geneva-based United nations organizations.
  • Experience in the use of equipment and software for word and data processing (e.g. Winword, Excel, Dbase) and a major ERP system, such as SAP. Familiarity with E-Recruitment system and FrontPage.
  • Familiarity with visioconferencing tools and scheduling software.
  • Ability to work under pressure and to carry out several tasks at the same time.
  • Discretion and tact are essential qualities.
  • Proven ability to work in a team, to achieve objectives & produce results.
  • Eagerness to learn to keep abreast of new developments on the field of HR.
  • Remuneration
    Annual Salary: (Net of Tax)
    81,747.- CHF - 108,697.- CHF without dependants
