Operational Support Officer (Maternity Cover)

Base Location: International Office, Birmingham
Salary: £29,974 per annum (40% travel to field offices)
Contract: 6 months

We are currently recruiting for an Operational Support Officer (Maternity Cover), who will work to assist the Head of Mission in ensuring the provision of management and programme support to people affected by the earthquake disaster in Haiti. The candidate will be responsible to initiate an effective response plan and provide adequate information for project activities. In addition initiating and finalising proposal and concept papers, the post holder will be required to prepare budgets and review expenditure. S(H)e will be expected to spend 40% of his/her time actively engaged in the field to achieve these tasks.

The successful candidate will require previous knowledge and experience of working in disaster management and a good understanding of humanitarian and policy issues. The successful candidate must have previous advocacy and public awareness, together with excellent spoken and written skills and the ability to maintain high workload and multiple priorities.

KEY ROLES/RESPONSIBILITIES 1. Prepare Islamic Relief’s disaster response plan in Haiti by assisting to the Head of Mission. 2. Initiate a speedy and effective response to emergency situation in Haiti. 3. Ensure adequate information is provided for emergency appeals in the form of assessment reports, proposals, implementation reports and emergency updates. 4. Provide technical advice for project proposal development. 5. Ensure adequate information flow on project activities to all concerned in particular the fundraising division. 6. Visit the field offices for training, monitoring and evaluation purposes and/or to participate in emergency response as part of a relief team. 7. Undertake all necessary travel to meet the above tasks. 8. Participate in cross unit and organisational meetings and working groups. 9. Prepare an annual progress report on all humanitarian department disaster response operations. 10. Initiate proposal and concept papers and encourage programme staff to collect data and information required. 11. Finalize concept papers to be submitted to donors and to HQ for the funds required for intervention. 12. Prepare budgets as per assessments done and submit to HOM and/or HQ as necessary. 13. Regularly review budget expenditure and suggest budget amendments to the HOM as appropriate. 14. To carry out any other reasonable duties commensurate with this post as requested by the head of the humanitarian department.

ESSENTIAL

Experience • Knowledge and experience of working with disaster management and a good understanding of relevant humanitarian and policy issues (A,I)

• A proven track record of effective programme management (A,I)

• Demonstrated experience and high level of competence in most of the following sectors (A,I) - Advocacy and public awareness rising - Training on disaster management - Community managed disaster preparedness activities - Coordination between government departments and CBOs - Institutional strengthening - Proven experience of managing a high workload and multiple priorities - Knowledge, sensitivity and experience of the dynamics of national partner organisations and role of the Government, INGOs and UN agencies in humanitarian settings
