Technical Assistance (TA) to develop Terms of Reference for a Service Tender in support of the CEDSIF and Tribunal Administrativo and to support the same institutions in the preparation of two grant proposals for the EU

Objectives

Objective 1) Support the Delegation in preparing relevant and functional Terms of Reference (TOR) of the Technical Assistance Team foreseen under the programme as well as completing the related tender dossier, allowing for an international service tender to be launched. These TOR should duly take into account the implementation modalities chosen for this programme and the responsibilities and tasks outlined for the technical assistance in the Technical and Administrative Provisions (TAPS) for the programme. In consultation with the two grant beneficiaries, the consultants shall verify, update and complement these tasks to produce detailed TOR and a complete tender dossier.

Specific attention should be paid to the capacity development dimension of the programme. The TOR will need to take into account technical assistance provided via other support programmes and ensure that EU assistance is complementary.

The TOR should be based on a consensus with the Grant Beneficiaries CEDSIF and Tribunal Administrativo, NAO and EU.

Objective 2) Support the Grantees, CEDSIF and Tribunal Administrativo, in the preparation of Grant proposals (main document and all annexes) to be submitted to the EU Delegation. In the preparation of the Grant proposals, the consultants will take into consideration funding provided by other development partners (via the Joint Financing Mechanisms or other means) and ensure full possible harmonisation between the Grant procedures and other procedures already in place (mainly under the Joint Financing Agreement MoU).

EC Backbone strategy on technical cooperation is a key reference document to be used in the overall approach to this assignment.

Experts profile

· Preferably masters degree in a relevant field (Public Administration; Public Finance; Economy);

· A solid and diversified experience in support to organisational development, PFM, internal management and internal control systems, financial management;

· Experience in project formulation and design studies;

· At least 10 years experience with programme & project planning;

· Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods;

· Experience with EC contracting and award procedures, notably international tenders and grants;

· Full working knowledge of English and of Portuguese;

· Excellent report writing and communication skills

· Experience and knowledge of Mozambique would be an asset, in particular in relation to the public financial management

· The expert will have excellent writing, editing and communicational skills
