A Mercy Corps Knowledge, Attitudes and Practices Survey

Background

Based on Mercy Corps Jordan’s disability program approach (see annex 2), this USAID supported project aims at empowering local communities and community organizations throughout Jordan to reduce the vulnerability and exclusion faced by persons with disabilities (PWDs) while building and enhancing the capacity of the caregivers to benefit all community members. With this project, Mercy Corps Jordan will reach at least 750 PWDs and indirectly impact 3750 PWD family members living in poverty pockets throughout the country. The project will also enhance the vocational, educational, and recreational programming provided by 75 CBOs to 2250 non-disabled vulnerable community members.

Project objectives

  1. Increase awareness on the capacity/ability of PWDs to participate in community life in 75 communities in Jordan
  2. Develop the capacity of 75 CBOs to include 750 PWDs in existing vocational, educational and recreational programming
  3. Increase the ability of 250 PWDs to access vocational, educational, and recreational programming provided by 75 CBOs
  4. Build Institutional Capacity for PWD Programming in Jordan.

Project activities (March 2011-March 2013)

  1. Disseminate awareness raising materials and sensitization events to increase the visibility of PWDs within the 75 communities to build and improve the level of understanding and awareness between PWDs and their local communities
  2. Build the capacity of 75 CBOs to include and integrate PWDs through the provision of specialized training and educational materials
  3. Facilitate structural modifications according to the Jordanian Disabilities Building Code in order to create accessible spaces for PWDs
  4. Integrate at least 750 PWDs into community based programs
  5. Provide PWDs with accommodative equipment and rehabilitation services
  6. Encourage integrated programming through best practice sharing with government and local CBOs.

Baseline Study

Mercy Corps will hire external consultant(s)/firm to lead the program’s baseline assessment.

Goals:

To assess the situation of PWDs in terms of services, conditions, and inclusion in order to refine the program’s performance measurement plan and develop an effective set of baseline data collection tools and data from which to evaluate project outcomes and impact (see Annex 2). The qualitative and quantitative information collected in this process will help project staff and stakeholders understand about disability and inclusion–related issues in the project areas. Moreover, the baseline results will assist Mercy Corps partner community based organizations (CBOs) to reframe appropriate, existing activities to facilitate disability inclusion and will inform Mercy Corps’ monitoring and evaluation plan.

Baseline Survey

During July to October 2011, Mercy Corps plans to conduct a representative baseline study to assess existing knowledge, attitudes, and practices (K.A.P) regarding persons with disability (PWDs) in the catchment areas of the 75 community based organizations (CBOs) currently being selected. The baseline study will consist of a situational analysis and a KAP survey.

The study will take place in 5 governorates including Amman, Maan, Irbid, Zarka and Mafraq. The study will determine PWD, family, and community knowledge, attitudes and perceptions through the completion of a situational analysis and a KAP survey.

Situational Analysis

  1. Initial assessment of challenges and needs of PWDs in accessing and utilizing social, economic, and health opportunities

Data and information may be collected from: secondary data available at the governorate level, Ministry of Social Development and the Higher Council for Persons with Disabilities and statistical reports. Data may also be collected through initial level field visits and discussions with Disabled Persons Organizations (DPOs), PWDs and community leaders.

Results: Initial assessments derived from the situational analysis will allow consultants to define behavioral change indicators that are truly relevant for the community through a review of the project’s outcome indicators (see Annex 1) which will be addressed through the project’s baseline study. Methodology for baseline study will also be established.

Consultants will offer a maximum of five specific outcome indicators to ensure that change can be ‘demonstrated’ (currently outcome indicators are based on self reporting).

KAP Survey

The priority sample groups include:

  1. Persons with Disability- via survey
  2. Primary care givers or caretakers and/or family members – via caregiver/family member survey
  3. Community level decision makers and/or community based organizations in the project catchment area – via community survey

The KAP survey will measure knowledge, attitudes and practices pertaining to each sample group with respect to PWDs on the below provided key themes. Additional themes may be identified in coordination with Mercy Corps and as a result of the situational analysis. Questionnaires will be designed by the consultants/firm (with input from Mercy Corps and counterparts) to collect information from 5 target areas. Knowledge, attitudes and practices may be studied using a variety of questions/statements and/or the 5 grade Likert methodology. Both quantitative and qualitative methodologies will be used during the baseline.

Qualitative data collection protocols (key informant interviews, group discussions etc) will be used to help make sense of and enrich survey results.

It is required that the collected data and information be computerized and managed by standard quantitative analysis software, and made available to the Mercy Corps upon completion.

KAP Themes

  1. Experiences and capacities of PWDs in social and economic activities
    1. Perceptions and understanding of rights and laws
    2. Perceptions and knowledge regarding rehabilitative services available
    3. Attitudes and practices towards PWD participation in community life
    4. Motivators and barriers to PWDs accessing life enhancing programs and services such as educational, vocational, income generating, and recreational programs

Consultants will perform a survey in the five geographical locations, gathering information listed above. The consultants will work closely with Mercy Corp’s Research and Publications Officer and Program Manager and the process will be advised by Senior Management.

Initial level recommendations will be provided as part of the baseline assessment and may include the following areas:

  1. Recommendations on working with local civil society to increase capacity
  2. Recommendations on areas of inclusion/services/etc that mercy Corps should consider.

The scope of work includes the following steps:

  • Conduct situational analysis to help inform development of the KAP survey and finalization of the indicators for measurement, as well as study sample
  • Refine and finalize PMP
  • Establish methodology for baseline study – to be approved by Mercy Corps
  • Develop tools (quantitative and qualitative), translate, pilot test and modify as necessary
  • Develop and document sampling plan and sample size
  • Develop data entry templates and analysis strategies
  • Recruit, train and supervise interviewers/ moderators (for qualitative and quantitative data collection)
  • Directly supervise fieldwork for situational analysis and KAP survey to assure quality of data collected
  • Ensure the entry and cleaning of data
  • Analyze and prepare full written report in two steps (initial draft and final draft upon receiving comments from Mercy Corps). Raw data collected will be submitted with reports.
  • Hold periodic meetings and assure timely communications/updates via email and phone with Mercy Corps management and technical staff throughout assignment period.

Suggested Methodology

Situation Analysis (2 weeks)

  • Review secondary data and information; meet with community, government, CBO leaders, hold discussion groups in target areas.

Baseline Preparation (2 Weeks total)

  • Develop qualitative and quantitative data collection instruments for baseline evaluation
  • Determine appropriate sampling strategy (size and selection) for data collection - sample sizes must be large enough to meaningfully analyze data.
  • Translate and test qualitative and quantitative data collection instruments
  • Complete detailed baseline and assessment plan, methodology in English and all assessment tools in English and Arabic (due by end of Week 6)
  • Prepare for data collection and analysis.

Data Collection and Analysis (8 weeks total)

  • Data collection and analysis (4 weeks)
  • Draft Report of situational analysis and KAP survey findings (2 weeks)
  • Draft Final Report incorporating Mercy Corps feedback (1-2 weeks)
  • Present findings to Mercy Corps and stakeholder team including local community (1-2 weeks)

Final Report

Delivery of the final report that should include:

  • Executive Summary
  • Introduction
  • Detailed Methodology
  • Results with clear quantitative analysis and incorporation of relevant qualitative information
  • Discussion and Conclusion
  • Recommendations for action
  • Database of raw data.

Firm/ Consultant Team Qualifications

  • Masters preferred or equivalent combination of education and relevant work experience. At least five years M&E experience, three years specifically in designing and implementing community surveys in development situations.
  • Experienced in all aspects of survey management; including training and management of enumerators, validity testing, quantitative analysis, etc.
  • Knowledge of Mercy Corps specific sector issues (Social and Disability Inclusion, Community Development,)
  • Excellent written and oral English skills required –Arabic language skills required.
  • Proven ability to train, supervise and support local staff.
  • Strong computer spreadsheet/word processing/data base/SPSS skills required
