Job Details:
- Attend Heads of Unit meetings and other meetings as required;
- Ensure smooth functioning of PPAU, making sure procedures are followed, including personnel management of PPAU. Responsible for the implementation of related PPAU contracted services and any interns;
- Manage PPAU budget in co-operation with Administration Unit;
- Ensure provision of information on ICO policies, status implementation and its implications for Kosovo’s European future to local and international media and the public;
- Principal communications advisor to/spokesperson for International Civilian Representative. Ensure communications advice and support is provided to Office colleagues;
- Responsible for strategic communications planning of ICO, matching communications activity to policy objectives. Devise strategic communications plans as required.
Duties and Responsibilities:
- Ensure quality of media products eg press releases, press conferences, briefings;
- Ensure maintenance and timely updating of ICO website;
- Advise on communications aspects of ICO corporate reputation and on internal communications;
- Oversee public diplomacy activity including event design and management;
- Ensure provision of media monitoring for the Office;
- Provide/ensure media training is provided to ICO staff as appropriate;
- Maintain links with counterparts in international organisations on Pristina;
- Maintain links with/provide advice to Kosovo Government as requested;
- Maintain links with editorial level contacts in Kosovo and international media;
- Ensure good co-operation with NGOs operating in Kosovo and wider civil society.
Qualifications and Experience:
- Advanced University Degree in Journalism, Marketing, International/Public Relations, Diplomacy or related academic/professional training and/or experience relevant to the specific post;
- A minimum of 7 years of experience at middle management levels;
- International experience preferable, particularly in crisis area with multi-national and international organisations, ideally in a political advisory or press department/office;
- Experience in matters relating to Balkans, particularly with Kosovo. Knowledge of the languages, history, culture and the social and administrative structures of Kosovo are an advantage;
- Excellent interpersonal and communications skills, familiarity with diplomatic protocol;
- Experience in liaison with police, the judiciary, prosecution and defence authorities and courts of justice (desirable).
