Education Advisor Role: To develop with the team of five teacher trainers a 3-week Primary School Teacher Training Curriculum; a 5-day School Management Training Curriculum; training manuals and hand-outs to accompany the trainings; and to build the capacity of the teacher trainers (based on a needs assessment) to implement the training and to develop suitable indicators to assess student and teacher learning and progression. Location: Sierra Leone. The consultancy will be based in the Northern district of Kambia for the duration. Contract Term: Five (5) months in total, split between Year 1 and Year 2 of the Programme: Three (3) months April – June 2012 and two (2) months March – April 2013 Salary: Daily consultancy rate of $320 per day plus a daily allowance of $20 per day. Travel and accommodation will be provided in Kambia. The Education Advisor will have access to transport for work related activities only. Reporting to: Children in Crisis’ in-country CiC Programme Advisor and CiC Programme Manager (based in London). The Advisor will be working alongside FAWE’s Project Officer and the in-country CiC Programme Advisor.


Background:
FAWE Sierra Leone (Forum for African Women Educationalists) is working in collaboration with Children in Crisis, an INGO based in the UK, to deliver a 33 month Education Programme in three chiefdoms (Bramaia, Gbinleh-Dixon, and Masungbola) of Kambia District, Northern Sierra Leone. The programme is supported with funding from the British Department for International Development, DFID. Established in 1995, FAWE Sierra Leone is a member of the pan-African organization FAWE, founded in Kenya in 1992. It has branches throughout the country. FAWE’s goal is to increase access, improve retention and enhance quality of education for girls and women in sub-Saharan Africa in line with Education for All. FAWE has been working with Children in Crisis for over ten years. Children in Crisis works with partners in five countries worldwide to provide children with a range of educational opportunities. Over the past ten years, Children in Crisis have developed extensive expertise in teacher training programmes for post conflict environments. The programme in Kambia, ‘Reviving Education in rural communities of Sierra Leone’, aims to enable 11,000 children to access and participate in better quality primary education through four main components: (1) Teacher Training; (2) Education governance, sensitisation and rights based advocacy; (3)Adult Education and Literacy; (4) Community-based school micro-projects. The Education Advisor will work with the team on components (1) the Teacher Training and (2) Education governance, sensitisation and rights based advocacy.
• Teacher training 315 primary school teachers from 45 rural schools in Kambia District will be trained over 3-weeks to deliver an improved quality of education to children and create a child-centred learning environment using low-cost resources. The training will support the national primary education curriculum of Sierra Leone and will use and adapt materials previously developed by Children in Crisis and our partners in Sierra Leone, Liberia and DRC, with specific focus on positive discipline, gender equality and sexual exploitation. The training of teachers will take place in the first two years of the Programme, with the first cohort being trained in July 2012 to coincide with the summer holidays. This will follow a three-month preparatory phase of the programme during which time the Education Advisor will be fully engaged with the training team to assist them with baseline and the development and finalisation of high quality and inspiring teacher training and school resource materials. Visits to a selection of participating schools by the Education Advisor and training team during the preparatory phases will be important and subsequent to this, regular classroom observations of teachers and follow-up training will be conducted by the teacher training team over the course of the three-year programme. At the end of the programme the training curriculum and materials will be shared with government departments and (I)NGOs engaged in education provision, with the potential of extending the programme to other chiefdoms.
• Education governance, sensitisation and rights based advocacy Key stakeholders involved in school governance including School Management Committees, Community Teacher Associations, Head teachers and community and religious leaders will receive a 5-day training in School Governance, with a specific focus on gender equity and child protection. The focus of the training on gender equity and child protection is designed to go hand-in-hand with the teachers’ training and result in a critical mass of school and community wide advocates for positive change in girls’ education and children’s schooling. The first cohort of school governance training will take place in September 2012. An Education Advisor will be appointed for three months in 2012 to build up the training team’s capacity and professional competence at a critically important stage in the project cycle when strong foundations are being laid, and will return to the project for a further 2-months in Year 2 to revisit the training materials with the trainers, teachers and children from the participating schools to monitor, review and revise the training programme as required. Unlike many short-term consultancies, this appointment places the Education Advisor in the enviable position of being engaged in a Programme over two years.



Responsibilities:
1. Assist the training team in the design and implementation of a training needs analysis of teachers and pupils in selected schools and baseline survey across the area of operation including data collection on school enrolment (disaggregated by age, grade and gender); pupil drop-out rates; teacher and pupil rates of absenteeism and attendance; teaching methodology and classroom learning environment ; school wide policies and practices; discipline methods; levels of pupil and parental engagement; school infrastructure and other information relevant for measuring the anticipated outcomes and changes detailed in the project proposal and logframe.
2. Train and build the capacity of a team of 5 teacher trainers to deliver relevant and inspiring teacher and school management training and provide support to schools post-training.
3. Work with the teacher training team to adapt existing teacher training materials (from CiC’s programmes in Sierra Leone, Liberia and DRC and UNICEF’s Child-Centred Training and Emerging Issues Training) to meet the needs of teachers within the context of rural Sierra Leone and in line with the Government’s new primary school curriculum.
4. Work with the teacher training team to adapt existing school management training materials (from NGO manuals and the Ministry of Education Guidelines and Manuals) to meet the needs of schools in Kambia and to ensure child protection and gender equity are covered.
5. Develop with the training team creative and highly practical teacher and school resource packs to accompany the training that bring meaning to concepts of child friendly classrooms and positive learning environments.
6. In conjunction with the Project Officer, consult relevant local Education networks and District Education Authorities in Kambia on the training programme content.
7. Develop classroom observation tools with trainers, pre- and post course test materials and standards for learners, and monitoring tools for follow-up on the trainings.
8. Work with the training team to finalise the 3-week teacher training curriculum and develop a list of materials to include in the school tool kits (based on needs assessment).
9. Work with the training team to finalise the 5-day School Management Training curriculum.
10. Work with the training team to revise and adapt training materials in preparation for the second cohort of teacher training and school management training.
11. Report regularly to Children in Crisis and our partners, FAWE Sierra Leone, through agreed management and reporting structures as set out in the contract of consultancy.
12. Carry out any other tasks that may be required.



Requirements:
Please note that we are looking for candidates who are already based in Sierra Leone and cannot offer travel to Sierra Leone as part of the consultancy.



Experience:
? At least 4 years of teaching experience in a developing country
? Extensive experience in teacher training and developing education course manuals
? Experience of training trainers and development of educational materials/ school resource packs.
? Extensive experience of child-centred learning methodology and the development of child, teacher and classroom progress assessments.
? Experience of working in post-conflict countries with teachers of low-level education, qualification and training
? Significant experience of supporting primary level teachers to teach core curriculum subjects through accessible practical examples and exercises
? Sound understanding of gender and child protection issues.
? Staff management and capacity-building experience.
? Experience of designing monitoring and evaluation frameworks and training others in the use of these frameworks.
? Experience in conducting needs analysis to inform training manual development and baseline assessments
? Experience of working in partnership with local education authorities and NGOs at all levels.

? Commitment to improving the quality of education for children in rural communities of Sierra Leone, with attention to increasing access to education for girls.
? Willingness and ability to travel to remote locations in Kambia to visit schools and communities.
