Job Title: Senior Governance Advisor

Reporting to: Director General Corporate Services (for Administrative and Contract Matters) Director General, State Finances, Senior Management Adviser - State Finances
(For Technical Matters)
Counterpart: National Director of Governance and Institutional Strengthening
Duration: 12 month contract with possibility of extension (based on performance assessment)
Location: Ministry of Finance, Dili – Timor Leste
I. SELECTION CRITERIA
Essential
· Master’s Degree or an internationally recognized professional accounting designation and 12 years experience in financial management, management information systems, information technology and public policy.
· Proven experience in strengthening governance policies and systems in developing countries.
· Proven ability to build and maintain relationships with key personnel in government and donor agencies.
· Strong interpersonal, oral and written communication skills in English
Desirable
· An understanding of the social, cultural, political and institutional factors affecting development in Timor-Leste.
· Proven ability to manage development activities in a developing country, preferably including experience in the start-up of development projects or facilities.
· Good oral command of one of the major languages in Timor-Leste including Tetum, Portuguese or Bahasa Indonesian.
II. Duties
i. In consultation with Senior Management and Senior Management Advisor in DGSF, coordinate the production of a comprehensive financial management manual based on Budget and Financial Management Act, as well as subordinate financial operations guides for budget, treasury, procurement, assets management, autonomous public authorities and systems for the use of the Ministry of Finance and throughout Government.
ii. In consultation with Senior Management and Senior Management Advisor in DGSF, coordinate consolidation of standard financial operating procedures to ensure the standardisation of key PFM procedures.
iii. Support the development and promotion of country systems which development partners use with confidence to meet their accountability requirements.
iv. Advise on financial policy options to meet the challenges of the National Strategic Plan 2011 to 2030 and the Ministry of Finance Strategic Plan 2011 to 2030.
v. Advise as required on initiatives relating to strengthening public financial management, including the benefits, costs, downside risks and of economic initiatives with significant impacts on the public sector or the economy of Timor-Leste.
vi. Perform strategic corporate tasks in consultation with Senior Management and Senior Management Advisor in DGSF
vii. Perform such other functions as may be required by the Senior Management and Senior Management Advisor in DGSF.
III. Performance Reporting and Evaluation
The Adviser’s output and performance will be monitored through a monthly report using the MoF-observed template on performance/progress reporting.
Performance of the Senior Governance Advisor will be assessed by the Director General of State Finance, using the Performance Appraisal System put in place and carried out by the Directorate-General for Corporate Services. There is a probation period of three months.
