Contracts Officer (CO)

The Contracts Officer (CO) administers specific components of Pact’s prime awards and subawards as determined by the Director of Agreement Management. Tasks may include any part of the grants and contracts lifecycle, from pre-award to close-out. The CO also provides general administrative support to the Department, working closely with G&C Managers.

The CO reports to the Director Agreement Management

Specific Duties: • Support G&C staff in the initial review of proposal budgets for prime awards and/or grants, including cost realism, regulatory compliance, indirect cost rate recovery, invoicing implications, and business risks • As assigned, manage administration for smaller proposals • Upon award of new projects, assign project numbers and assist in drafting new award notices • Assist G&C managers in collecting and maintaining complete documentation of submission/transmittal of prime deliverables; maintain an archive of subagreements and grants. • Upon close-down of a project, assist G&C managers in close-outs, including technical assistance and backstopping to country offices; assist with final disposition of property • Review documentation of assigned subgrants; verify obligated funding; obtain audits and other required reports • Prepare and review documentation related to purchase orders and contracts, verifying obligated funding and completion and payment of invoices • Maintain and control G&C template documents • Maintain an archive of SPAs and DOAs • Prepare G&C management reports • Other tasks as assigned

Minimum Qualifications: BA and at least 6 years of relevant experience Ability to travel internationally

Preference for: • Working knowledge of regulations applicable to grants management, including OMB Circulars, Federal Acquisition Regulations, etc. • Experience in administering federal grants and contracts • Fluent English and proficiency in another language
