Planning and Performance Management Officer

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of ITU, the Deputy to the Director and Chief of the Administration and Operations Coordination Department (DDR) is responsible for assisting and advising the Director in the direction and management of the Bureau including on all questions related to personnel, finance and operational planning process. The Department is responsible for leading the operational planning, assessment and reporting process within the framework of the Action Plan as adopted by the World Telecommunication Development Conference in coordination with the Heads of the other Departments in the Bureau and Regional Directors. The Department is responsible for management of the Administration Division (ADM), the Support Division (SUP), the IT Support Service and the Field Operations Support Service. The Department is also responsible for coordinating conferences and events preparation and for monitoring the implementation of decisions emanating from ITU and BDT governing bodies including Council, Conferences and Assemblies of the other Sectors for matters of relevance to BDT as well as from the Telecommunication Development Advisory Group. The Department is responsible for coordination of the Bureau's cooperation with other Sectors and General Secretariat.
Duties / Responsibilities
Under the supervision of the Chief, ADM to prepare the BDT budget and Financial Plan, the incumbent:
  • Establishes procedures and timelines for the development of the BDT Operational Plan and performance reporting.
  • In collaboration with Budget and Projects, coordinates input across the BDT, linking the strategic plan and related activities to be delivered by the Sector, with the necessary resources required to deliver them.
  • Meets with managers across the Bureau to discuss, clarify, revise proposed activities and resource requirements.
  • In collaboration with managers, identifies key deliverables, timelines, success indicators, develops tools and processes to track and analyze performance.
  • Monitors activities/performance versus budget, identifies issues and works with managers in finding effective and efficient solutions for the delivery of planned outcomes.
  • Provides guidance to managers in the use and advantages of integrated software, rather than spreadsheet based recording systems for increased operational efficiency.
  • Analyzes, proposes and develops implementation plans for the enhancement, rationalization and improvement of the administrative, financial and other related processes and procedures of the Sector.
  • Prepares and maintains the administrative procedures manual for the sector activities.
  • Analyzes the needs and requirements in terms of reporting for administrative, financial and performance management purposes. Develops and maintains a dashboard and related reports for use by action managers, intermediate and top management of the Bureau.
  • Completes special projects as required.
  • Performs other duties as required.
  • Qualifications required
    Education:
    University degree in public/business administration, management or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    Experience:
    At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Demonstrated knowledge of the principles and concepts of corporate performance management and related domains.
  • Very good capacity to analyze and develop/create information and reporting frameworks.
  • Very good knowledge of ERP systems such as SAP as well as dedicated tools for balanced corecards such as COGNOS or equivalent. Experience in deployment and use of these tools.
  • Ability to function effectively in a team and in an intercultural environment.
  • Proven ability to structure and draft reports and documents.
  • Ability to use advanced computer applications.
  • Remuneration
    Annual Salary: (Net of Tax)
    91,705.- USD - 117,460.- USD without dependants
    97,771.- USD - 125,951.- USD with dependants
