Director / Associate Counsel - International Regulatory Affairs (m/f)
This position is based in Vienna, Austria.
She/he supports Western Union's international regulatory affairs efforts globally focusing on the European Union (EU) region. The Director / Associate Counsel focuses on financial services regulatory matters, financial supervision and competition issues and reports to Western Union's Vice President for International Regulatory Matters. The Director / Associate Counsel must be able to coordinate work with other regional and functional lawyers both inside and outside the organization and work pro-actively and independently while under general guidance from more senior team colleagues. The successful candidate must have superb drafting and oral communication abilities as well as excellent negotiation skills. The effective candidate has good business acumen and the ability to work constructively and persuasively with business leadership.
Responsibilities:
  • Develop a strong working knowledge of Western Union's products, policies and practices, and competitive position in order to be able to explain them clearly and persuasively to regulators and others. Contribute to the team efforts in advocating with regulators, legislators, supervisors and international institutions on behalf of Western Union's business on matters related to licenses, authorizations, prudential requirements, implementation of new laws or regulations, pricing, competition and other matters
  • Support Western Union's regional lawyers on matters related to the interpretation and implementation to EU Directives and Regulations, both enacted and proposed at Commission and Member State levels
  • At the direction of the supervisor, review and analyze proposed laws and regulations to determine the impact on Western Union's business. Prepare position papers, comments, presentations and speeches on any such proposals, whether for internal or external use as requested
  • At the direction of the supervisor, review and analyze proposed existing or new Western Union products to assess regulatory requirements that pertain to them and coordinate with regional counsel and outside counsel to meet such requirements
  • Support merger and acquisitions team in any proposed transactions that have a regulatory component

Qualifications

  • Legal education (or J.D. Juris Doctorate) is required. Admission to the bar is advantageous
  • Several years of experience in corporate or law firm environment or equivalent professional legal environment; proven experience with financial services (e.g. EU Payment Services Directive) or international regulatory matters advantageous
  • Proven knowledge in European Affairs. Working experience with/in international institutions or regulatory authorities advantageous
  • Ability to independently manage multiple work tasks and prioritize effectively
  • Effective business counseling and negotiation skills
  • Must possess a high level of language skills, including ability to read, analyze, interpret, draft and explain legal documents
  • Experience in working with outside counsel
  • Excellent project management and organizational skills
  • Good drafting skills and strong numerical skills
  • Ability to work pro-actively, independently and with a high level of attention to detail
  • Ability to work effectively with colleagues and external stakeholders from a wide variety of cultures and professional backgrounds located across all time zones
  • Ability to work to tight deadlines
  • Proficiency in standard Microsoft Office software
  • Fluent in English, any other languages (e.g. French, German) is an advantage
