Options is part of a consortium leading the EU-funded programme of institutional and technical support to the Government of India to strengthen enhanced service delivery in the health sector.
We have a programme vacancy for a Good Governance Expert. The Good Governance Expert is one of four key roles of support for: Strengthening the National and State Institutes of Health and Family Welfare (Distance Health Education, Health Systems Research).
Qualifications and skills
- Postgraduate degree (minimum Masters Degree or equivalent) Social Political Sciences, Economics, Development Studies or other appropriate discipline;
- Knowledge in Good Governance, Systems Strengthening and Institutional Strengthening (for example Quality Assurance, management systems, ISO certification, institutional assessment and capacity assessment) and mainstreaming of cross cutting issues; in particular mainstreaming Gender, Equity and Social Inclusion.
- Excellent command of English (written and oral) and communication skills.
General Professional experience
· At least 10 years of relevant experience in the field of Good Governance, particularly related to institutional and systems strengthening within health or higher educational settings.
Specific Professional experience
· Experience in Governance analysis and/or institutional analysis/capacity assessment, and policy making process. Knowledge in institutional reform processes and capacity building is required.
· Specific experiences in developing sector policy preferably in the field of governance, sector reform and systems strengthening in Health. Proven skills in facilitation and policy implementation for systems/institutional strengthening and capacity building.
· Experience of e-Governance, or Human Resource Information Systems, Learning Management Systems, Quality Assurance systems would be an asset, as would experience in South Asia.
Duration
The start date is March 2012, with the project contract running to the end of 2013. The role will be full-time in Delhi with frequent travel to States.
