Job Title: Senior Procurement Advisor

Reporting to: Director General Corporate Services (for Administrative and Contract Matters) Director General, State Finances, Senior Management Adviser - State Finances
(For Technical Matters)
Counterpart: National Director of Governance and Institutional Strengthening
Duration: 12 month contract with possibility of extension (based on performance assessment)
Location: Ministry of Finance, Dili – Timor Leste
I. SELECTION CRITERIA
Essential
· Master’s Degree or an internationally recognized professional accounting designation and 12 years experience in financial management, management information systems, information technology and public policy.
· Proven experience in implementation of procurement policies and systems in developing countries
· Proven ability to build and maintain relationships with key personnel in government and donor agencies.
· Strong interpersonal, oral and written communication skills in English
Desirable
· An understanding of the social, cultural, political and institutional factors affecting development in Timor-Leste.
· Proven ability to manage development activities in a developing country, preferably including experience in the start-up of development projects or facilities.
· Good oral command of one of the major languages in Timor-Leste including Tetum, Portuguese or Bahasa Indonesian.
II. Duties
  1. Provide strategic advice on tender and contracting policy, processes and best practice procedures, institutional and governance arrangements.
  2. In consultation with Senior Management and Senior Management Advisor in DGSF, develop operational guidelines for use in state agencies to support delegated procurement authorities.
  3. In consultation with Senior Management and Senior Management Advisor in DGSF, develop and propose enactment of policies, regulatory and operational guidelines for new programs.
  4. Coordinate document templates and tools, pro-forma and other supporting infrastructure.
  5. Implement training strategy, perform training needs analysis, develop competency profile, establish training and development plan, and deliver courses.
  6. In consultation with Senior Management Advisor and systems advisors contribute to systems upgrades, in particular the rollout of the Procurement and Contract Management Modules as well as E-Procurement and Results Portals.
  7. Review contracting strategies for complex procurements to ensure compliance with decree law and guidelines.
  8. Provide support to senior management in investigating and resolving complaints under mandatory requirements of decree law.
  9. In consultation with Senior Management and Senior Management Advisor in DGSF, complete consolidation of 13 procurement decree laws into one omnibus law.
  10. Provide overall support all organs of state to consolidate the decentralization of procurement responsibility.
  11. Coach and mentor managers and Line Ministries to achieve sustainable outcomes from the new procurement model over the long term.
  12. Perform such other supporting tasks, both policy, technical and administrative in nature, to enhance the operations of the procurement service as will be required by the Ministry of Finance.
III. Performance Reporting and Evaluation
The Adviser’s output and performance will be monitored through a monthly report using the MoF-observed template on performance/progress reporting.
Performance of the Senior Procurement Advisor will be assessed by the Director General of State Finance, using the Performance Appraisal System put in place and carried out by the Directorate-General for Corporate Services. There is a probation period of three months.
