MONITORING AND EVALUATION SPECIALIST
Background:
There is a growing need for rigorous analysis and improved capacity for data triangulation, reconciliation of results and coherent communication so that results can be better utilized to improve programming and advocacy. The CCORE (Collaborating Centre for Operational Research and Evaluation) is playing a lead role in coordinating these activities within UNICEF and externally.
Duties: Under the supervision of the Chief of Social Policy and Planning and working within the Terms of Reference of the CCORE Reference Group, the M&E Specialist will be responsible for developing an overall plan for data collection, and for monitoring progress with implementation of interventions and all implementation choices relating to the CIDA H4+Support to Maternal, Newborn and Child Health Programme of Zimbabwe. More specifically, the Specialist will:
1.Ensure the quality and timely execution of M&E activities 2.Conduct baseline surveys (including household and facility surveys as needed) 3.Collect and analyze routine data from national health information system and other surveys 4.Document important contextual factors that might impact on program implementation or outcomes (e.g. other programs operating in the area, economic or political instability, etc.) 5.Assist in identifying and documenting innovative approaches/interventions 6.Advise on the quality of the implementation of interventions 7.Convene quarterly meetings of district teams and the national H4+ steering committees for feedback and response to M&E data 8.Produce quarterly reports on M&E progress 9.Participate in related country M&E workshops and M&E capacity building activities 10.Facilitate mid-term evaluation and end of year evaluation undertaken by the external institute/organization 11.Any other duties as assigned
Qualifications: 1.Advanced University degree in Epidemiology or Statistics other relevant Masters degree, Experience in data entry, primary and secondary data analysis and reporting and ability to work accurately; a PhD would be an advantage 2.Expertise in reproductive health and maternal and newborn health 3.Expertise in evaluation (qualitative, epidemiologic, economic) of complex maternal and newborn health interventions in Zimbabwe an asset 4.Expertise and experience in MDG evaluation (e.g. Global Fund interventions) in evaluation (qualitative, epidemiologic, economic) of complex maternal and newborn health interventions in Zimbabwe an asset 5.Experience in multi-country evaluations, multi-country coordination of work programme in maternal and newborn health interventions an asset 6.Experience with managing national steering committees to monitor implementation of interventions including implementation choices during the lifetime of the interventions is preferred 7.Excellent communication skills 8.A thorough knowledge of statistics 9.Demonstrated ability to identify, compile and analyse data 10.Excellent analytical and writing skills in English 11.Strong computer skills - a good command of MS Access, Excel, SPSS and/or other statistical packages 12.Excellent interpersonal skills with ability to work in a multi-cultural environment
