The U.S. Embassy in Pretoria is seeking an individual for the position of Financial Specialist in the Centers for Disease Control and Prevention (CDC).
The incumbent serves as the lead Financial Specialist for CDC South Africa, and is responsible for providing leadership, forecasting, coordination, management and administrative support to the Country Director and Deputy Director on all financial activities. The incumbent is also required to provide a full range of financial administrative management services in support of program activities of CDC South Africa. The job holder coordinates and leads all financial matters, including the assessment of current financial and staffing statuses, budget and resource projects and any related problems and issues that may arise. S/he participates fully in the planning and coordination of budget and financial activities that support the President’s Emergency Plan for AIDS Relief (PEPFAR) and uses independent judgment in advising key internal and external collaborations.

Minimum Requirements
Qualifications Required: NOTE: ALL APPLICANTS MUST ADDRESS EACH SELECTION CRITERION DETAILED BELOW WITH SPECIFIC AND COMPREHENSIVE INFORMATION SUPPORTING EACH ITEM. Items 1- 6 are ALL REQUIRED 1. Bachelor’s degree in Financial Accounting, Finance, Auditing/Assurance, Management Accounting, Forensic Accounting, or equivalent is required. 2. A minimum of five years of progressively responsible experience in a multi-national, international, large government office, or large cooperation, providing financial management of staff or contractors, technical guidance on multiple budgets, budget planning, budget control, project administration and/or operations oversight is required. In addition, a minimum of two years of supervisory experience is required, for a total minimum of seven years in financial management. 3. English level IV (fluent) reading/writing/speaking is required. (This will be tested). 4. Must have knowledge of generally accepted accounting principles (GAAP) and standards, and government auditing standards. 5. The position requires an extensive broad-based knowledge of financial, budget and accounting procedures. 6. Must be proficient in the use of Microsoft Suite 2007. (This will be tested). Qualification Required for the Full Performance Level. In addition to the qualifications required for the Trainee level, applicants must have: - Basic knowledge of the Department of State’s 4 FAM and budget and fiscal aspects of 3 FAM and 6 FAM. - Knowledge of standardized regulations for financial operations, post management, procedural and organizational structures of the US Embassy and CDC/SA financial offices. - Must have in-depth knowledge of the organizational structure of the CDC and its disease prevention and control objectives and activities, including detailed knowledge of the agency’s role and function in support of participating agency and USG policies. - Must have a detailed understanding of the structure and functions of the President’s Emergency Plan for AIDS Relief (PEPFAR), including detailed knowledge of CDC/SA’s role and function in support of PEPFAR, and CDC and USG policies, guidelines and procedures for administration of grants, contracts and cooperative agreements; and intra-agency procedures. |
