Information Systems Officer

The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
Organization Unit:
Within the Telecommunication Standardization Bureau (TSB), the Operations and Planning Department (OPD) is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector, including membership recruitment and relations, organization and planning of assemblies and logistical support to meetings, document processing, electronic working methods, ITU-T databases, intellectual property matters and technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts. The Department is also responsible for the management and administration of human resources and for budget and financial control.
Duties / Responsibilities
Under the supervision of the Head, Electronic Working Methods, the incumbent designs, manages and delivers projects in the fields of web development, database and applications programming, development and maintenance of electronic collaborative tools. To this effect, the incumbent performs the following activities:
Project management
  • Performs required analysis of projects, evaluates alternatives and prepares solutions; defines and develops object-oriented design structures used in the process of building web applications, specifies details of database structures; undertakes database, web and electronic service development, interacts with clients/users throughout the process to ensure compliance to requirements and delivers completed projects.
    Development
  • Develops and implements web applications conformed to the ITU systems environment (ASP.NET/SQL); performs tests and coordinates the development of new systems (MOSS environment/Content Management System); designs, develops and installs collaborative tools (mailing list systems, FTP area, share-point etc.).
  • Develops specific TSB applications (Cybersecurity roadmap, ITU Mark Database, Res. 76) including database repository, searches and retrieves web dynamic interfaces linked to TSB databases; programs and maintains specific TSB automatic templates for TSB procedures, workflows and applications.
    Management of EWM tools & Services
  • Installs, manages and maintains electronic working methods (EWM) tools and services, manages authorization processes and related groups allowed to access each specific service; manages and tests these services to ensure their operability at all times; deals with different requests such as change of type, change of access rights, visibility of the service, etc.
  • Manages and provides the web conferencing services for ITU-T E-meetings, coordinates the schedule as requested by Study Groups and provides online support during the E-meeting.
    Support, troubleshooting and training
  • Provides comprehensive first level support, trouble-shooting and training for ITU-T delegates and TSB staff in the use of EWM collaborative tools, TSB specific applications, MS applications, other software, hardware, and computer peripherals, connectivity problems (LAN, WiFi, hardware); write system documentations, explanatory notes and FAQs for users, trains and advises TSB staff on the use of implemented web applications, electronic services, web conference tools, etc.
  • Performs other responsibilities as required.
  • Qualifications required
    Education:
    University degree in computer science, engineering or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
    Experience:
    At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Demonstrated ability to provide timely and responsive services to meet user needs and requirements.
  • High level of expertise in EWM tools and web applications.
  • A good understanding of the work of the TSB would be an advantage.
  • Ability to support the work of ITU-T Study Groups through the development of systems and electronic tools.
  • Ability to establish and maintain good working relationships with officials at all levels in a multi-cultural environment.

    Annual Salary: (Net of Tax)
    94,085.- USD - 120,508.- USD without dependants
    100,308.- USD - 129,220.- USD with dependants
