Apprenticeship Program Specialist, Iraq
We are currently seeking a short-term Apprenticeship Program Specialist for the ongoing USAID-funded Iraq Community Action Program. This community-based program fosters the direct participation of citizens in the rehabilitation of their communities to address local needs. As a follow-on to the successful CAP I and II programs, the USAID/Iraq Community Action Program aims to enhance the capacity of community groups and local government councils to better articulate their needs and mobilize resources to solve common problems, and to assist innocent victims of conflict under the Marla Ruzicka Iraqi War Victims Fund Program. The purpose of the consultancy is to document the USAID/ICAP Apprenticeship Program model and to develop a sustainable model for localizing the Apprenticeship Program. The consultancy will be based in Kirkuk and Erbil.
Responsibilities:
- Prior to travel, review and analyze relevant program documentation about the Apprenticeship Program.
- Upon arrival in-country, develop a detailed inception plan outlining specific activities (including timeline) to be undertaken over the course of the assignment.
- Conduct a comprehensive review of the Apprenticeship Program achievements, outputs to date, methodology, and impact through a combination of desk-based research using available program documents and primary research with key stakeholders and informants.
- Integrate research into a practical and sustainable framework to localize the program. The framework should reflect the resources available (or likely to be available), an appropriate implementation and management model, best practices, and lessons learned through implementation of the program by ACDI/VOCA and by other similar programs internationally.
Qualifications
Qualifications:
- Minimum of a bachelor’s degree in social and human sciences, international development or another relevant field is required; advanced degree preferred.
- Minimum of five to eight years’ experience in international program/project management, with a focus on youth and workforce development, is required.
- Demonstrated experience addressing youth employment through apprenticeship-type programs with private and public sector organizations is highly preferred.
- Demonstrated experience in developing sustainable workforce development models with influential public and private sector stakeholders is required.
- Demonstrated ability to work in complex environments under tight deadlines. Previous experience in the Middle East and/or conflict/post-conflict environments is highly preferred.
- Strong organizational and logistical skills, demonstrated experience in strategic planning and the ability to work independently are required.
- Good writing and computer skills (MS Word, Excel, PowerPoint and internet research) required.
- Familiarity with USAID rules and regulations.
- Fluency in written and spoken English required; Kurdish and/or Arabic language skills preferred.
- Commitment to social causes and helping communities through grassroots initiatives is preferred.
