The European Free Trade Association (EFTA) is an intergovernmental organisation set up for the promotion of free trade and economic integration to the benefit of its four Member States, Iceland, Liechtenstein, Norway and Switzerland. The EFTA Secretariat provides services to the EFTA States. In Brussels this entails support in the management of the EEA Agreement, in particular in ongoing decision making for the continuing evolution of the EEA Agreement.
The Services, Capital, Persons and Programmes Division (SCD) assists the EFTA Member States in the areas of free movement of services, capital and persons, as well as in horizontal areas relevant to the four freedoms. Furthermore, the SCD services the EEA EFTA States in relation to their participation in EU programmes.

We are looking for a highly motivated and qualified candidate who is willing to take on a challenging post in a dynamic environment.

Scope

The successful applicant will assist representatives of the EEA EFTA States in the fulfilment of their commitments under the EEA Agreement in the areas of climate change and environment. This entails the monitoring of EU developments within the specific policy areas and case handling related to new EEA-relevant EU legislation to be incorporated into the EEA Agreement. The person selected for the post must be willing to take on the responsibility of other policy areas as needed.

Specifically s/he will coordinate and provide support services to:

  • Experts and working groups with representatives of the EFTA Member;
  • States in the above-mentioned areas;
  • Delegations of the EFTA States related to their participation in the relevant European Commission committees and expert groups;
  • S/he will work in close liaison with the relevant EFTA national administrations, the European Commission services and the EFTA EU missions.

Qualifications

  • Masters degree in law or equivalent.

Experience/Knowledge

  • A minimum of three years’ relevant work experience within the fields of climate change and environment;
  • Knowledge of the EU institutions and procedures;
  • Solid knowledge of the EEA Agreement.

Skills

  • Excellent organisational ability and communication skills;
  • Ability to draft legal texts, analytical reports and policy papers concisely and clearly in the English language;
  • Self-reliance, autonomy and proactive approach;
  • Facility for teamwork in a task-oriented environment.

Languages

  • Fluency in written and spoken English;
  • Knowledge of an additional EFTA language would be an asset.

Employment Terms

Grade: A4
Annual salary: EUR 83,386

Appointments are normally made at the first step of the grade. The Secretary-General reserves the right to appoint a candidate at a level different from that advertised.
