Objectives

The Office of the First Vice President and Chief Operating Officer (FVP/COO) is charged with improving the coherence and coordination across the Bank’s Complexes, ensuring strategic priorities are reflected in resources allocation, enhancing monitoring and management of performance, and strengthening the focus on results. Within the FVP/COO’s office, the objective of the Quality Assurance and Results Department (ORQR) is to improve the quality and the development impact of the Bank’s operations. The Compliance and Safeguards Division (ORQR 3) is specifically tasked with Supporting Operations Departments with environmental and social safeguards, and developing climate change tools, policies, strategies, and knowledge.

Duties and responsibilities

Under the supervision of Division Manager, ORQR.3, the incumbent will perform the following:

  • Provide strategic and tactical advice to the Division on major institutional environmental and social policy and advocacy issues and operational matters;
  • Lead the Bank’s efforts to ensure compliance with its environmental and social safeguards policies;
  • Coordinate the development of Management response on safeguards related complaints;
  • Work closely with Operational Resources & Policy Department (ORPC) and the sector departments by effectively providing strategic and operational policy advice;
  • Identify cross-cutting policy and advocacy issues as well as raise decision-maker awareness and understanding of critical priority development issues of the Bank;
  • Liaise with other MDBs and MFIs to regularly identify best practices that could inform the update of the Bank’s policies and strategies on safeguards;
  • In collaboration with the Chief Safeguards Policy Officer, identify levers to position the Bank as a key player in regional and international fora;
  • Support Financial Intermediaries in the development of their Environmental and Social Management Systems ;
  • Provide technical support to the Bank’s global and regional policy work related to the Rio Conventions with a special focus on the Rio+20 Summit 2012, identify policy levers and enabling conditions which need to be addressed to achieve the goals and subsequent recommendations.
  • Provide leadership, coordinate and assist in developing and implementing long-term strategy for a successful engagement/partnership for the Bank’s global and regional advocacy work with International Non-Governmental-Organisations (INGOs)
  • Provide leadership and coordination for the Bank’s global and regional advocacy work with partners such as the African Ministerial Conference on the Environment, African Ministerial Conference on Water.

Selection Criteria

  • At least a Master or equivalent in Environment Policy/Sciences, Development Economics and Social Sciences;
  • A minimum of seven (07) years of progressively responsible experience in a relevant field. In particular, experience with civil society organizations and private sector association, international or multilateral development organizations such as the UN and the MDBs is preferable;
  • Proven experience in environment/environmental economics is required; demonstrated expertise in policy formulation, program management and coordination ; be conversant with the current environmental and compliance key issues, programs, policies and approaches;
  • Excellent organizational skills and prioritization of the work program, meeting deadlines, conducting several activities while simultaneously coordinating the work of others;
  • Sound aptitude in working effectively in a multicultural environment and with the other partners (internally and externally);
  • Superior written and verbal communication skills in English and/or French (with a working knowledge of the other language); demonstrated ability to think strategically and synthesis complex issues
  • Competence in the use of Bank standard software (Word, Excel, Access, Power-point, MS projects); knowledge of SAP is essential.
