Consultant: Preparing an Overview of Russia’s Development Assistance to the CIS countries
As Russia’s official development assistance matures, Russia’s activities and plans as donor in the CIS countries are growing in scale and complexity. Central Asia remains one of the top geographical priorities but assistance to other neighboring countries will be growing too. With time, Russia is aiming to build a more involved and capacitated development cooperation presence in the respective countries, pending decisions on the strategy and design of its official development assistance (ODA) architecture. At the same time globally UN agencies, including UNDP, remain an important channel of development cooperation and assistance on the ground, working directly with beneficiaries at the national and sub-national levels. UNDP’s involvement may be especially relevant when there are political sensitivities (e.g. inter-ethnic or post-conflict tensions); complex problems that require an inter-ministerial or cross –sector coordination or long-term and sustainable solutions that require capacity development of local officials; community mobilization or private sector public partnerships. UNDP also offers a global platform for inter-governmental cooperation as well as knowledge and best practice sharing among countries. These conditions were there when Russia gave its first ever development assistance grant to the UN in Kyrgyzstan in 2010. Based on this first experience, several UN agencies, including UNDP, are now discussing with Russia new opportunities for cooperation in the future. | |
Duties and Responsibilities | |
The key task will be to contribute, via information collection, analysis and presentation of aggregated results, to the discussion on the trends and prospects of Russia’s ODA to the CIS and on the role cooperation with UN, including UNDP can play. Specifically, the consultant will be expected to produce the following deliverables:

Evaluation of Applicants: Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
