Background of the organization

Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. We are one of the biggest international development organisations with a network of more than 1,000 partner organisations in Africa, Asia, the Middle East and Latin America. Cordaid is also a member of Caritas Internationalis, a worldwide network of Catholic organizations involved in emergency relief, rehabilitation and development.

Cordaid and its partner organisations work on various themes, including conflict transformation, disaster risk reduction and emergency response, health care, quality of urban life and entrepreneurship. Cordaid provides technical expertise and financial support for development and emergency assistance programmes and to develop the capacities of partner organisations.

Performance Based Financing

In 2001, Cordaid was one of the first organizations worldwide to introduce the Performance Based Financing (PBF) approach to health care in sub-Saharan Africa. PBF improves health services for the poorest and most vulnerable people, especially in isolated, rural areas. The essence of PBF is a direct link between funding and results: healthcare providers are only paid when they can demonstrate that either their medical services have been improved or they have effectively treated more patients with the allocated funds.

Currently, Cordaid is implementing PBF in several Sub-Saharan African countries (RDC, Central African Republic, Congo Brazzaville, Cameroon, Burundi, Zimbabwe, Zambia). It is our ambition to increase this number of programs, while simultaneously looking for innovative approaches to Health System Strengthening. For this purpose we are looking for experts in the fields of Health System Strengthening, Health Financing, or Public Finance.

Qualifications

Consultants will have relevant and demonstrated experience in one of the areas mentioned above. He/she must have completed higher professional education (master level), preferably in public health, health economics, health system management, business administration or community health. Fluency in either French or English, both verbal and in writing is a must. The candidate must be willing to travel extensively.

We are looking for consultants with creativity and the ability to apply innovative thinking. They should be willing to travel and have the ability to live and work in insecure, unstable and/or harsh environments. Cultural sensitivity and flexibility are other competences we are looking for.

Contract information

Assignments will vary from short term (1-4 weeks) to long term (several months semi-permanent local representation). Cordaid offers scholarships and opportunities for additional learning for affiliated consultants who are working for Cordaid regularly and on the basis of project performance.
