Customs Advisor (PCA & Risk Management) , Afghanistan

Post Title: Customs Advisor (PCA & Risk Management)
Post Level: International ICA – Level 3
Project Title: Second Customs Reform and Trade Facilitation Project
Duty Station: Kabul, Afghanistan
Duration: 12 months, with possibility of extension

Responsibilities

Reporting to the Team Leader/Chief Technical Advisor, the Customs Advisor (PCA & Risk Management) shall perform the following duties and responsibilities, but not limited to:

• Establish and strengthen Post Clearance Audit (PCA) mechanisms in the custom houses, starting with the top five to six custom houses in the initial phase
• Identify staff competencies from amongst the available workforce, or recruit new personnel and train them to carry out specific functions
• Set up audit team(s) ideally consisting of at least 3-4 officials working under a manager level officer in every major custom house
• Devise a comprehensive audit procedure to ensure that an intelligent system of post clearance audit can be put in place, leaving no scope for any discretion or mischief in appraisement work.
• Help in strengthening the Monitoring & Prevention of Customs Transgressions directorate in the ACD Headquarters for effective supervision of audit work in various custom houses
• Provide advice and mentoring with respect to capacity building and training of audit officers in the headquarter and conduct training programs for those in the provinces
• Help Audit Teams in HQ to initiate and undertake audit of important cases as appropriate
• Prepare timely reports, as and when requested, on custom houses for realizing levy and for taking other appropriate action
• Provide a list of prominent audit objections, i.e. involving significant amount of revenue or something of recurring nature having long term consequence to the Enforcement Director for further analysis and investigation if so required
• Advise and train the audit teams on the proper procedures in auditing transit cargo documents to prevent abuse of transit cargo scheme
• Ensure audit of transit documents on a regular basis
• Develop operational procedures for effective functioning of Risk Management Committees in ACD Headquarter and provinces
• Help the RM Committee in ACD HQ in analyzing inputs received from PCA, enforcement and other sources and identifying risk parameters and to develop risk profiles
• Coordinate with the ASYCUDA experts, if required to get the risk profiles uploaded in the system for application in selectivity module for cargo examination
• Help in application of Risk Management principles in the PCA set up

Required Selection Criteria
• Master’s Degree in Law, Political Science, Social Sciences, Business Administration, Public Administration and/or Customs Development related studies. A First Level University Degree with additional years of relevant experience may be accepted in lieu of the Advanced University Degree
• Minimum 11 years of work experience in audit, risk management and customs reforms
• Excellent command of both oral and written English a must
