Customs Advisor (Tariff & Valuation) , UNOPS

Post Title: Customs Advisor (Tariff & Valuation)
Post Level: International ICA – Level 3
Project Title: Second Customs Reform and Trade Facilitation Project
Duty Station: Kabul, Afghanistan
Duration: 12 months, with possibility of extension

Responsibilities

Reporting directly to the Team Leader (TL) & Chief Technical Advisor (CTA) of the project, the Customs Advisor (Tariff & Valuation) shall perform the following duties and responsibilities, but not limited to:

• Review the Afghan customs tariff to ensure conformity with WCO HS2012 standards.
• Prepare training materials on Tariff, Valuation, Rules of Origin and Preferential tariff etc. in English for approval and translation into the national language
• Develop and deliver in a classroom environment (with the assistance of a simultaneous interpreter) a comprehensive training program in tariff HS2012, WTO GATT Valuation, and Origin & Preference. Courses shall initially be at targetted at an intermediate level and later to specialized officers at an advanced level (Tariff Unit, Valuation Unit, PCA, Intel, and Examining & Assessing Officers)
• Assist in the review of relevant training materials for Licensed Customs Brokers
• Identify and intensively mentor suitable officers for Train the Trainer function in Tariff and Valuation
• Assist the Tariff Unit in establishing a formal Tariff Advice function for stakeholders
• Assist in preparation of various reports and statements relating to project performance indicators and outcomes, including the intermediate outcomes
• By December 2012, review current mechanism and produce a robust policy and procedure paper for the Afghan Customs Department (ACD) Tariff and valuation department. Ensuring all international best practice Law, conventions and procedures are incorporated. This will also require liaison with other relevant Afghan Ministries.
• Other duties as may be assigned by supervisors

Required Selection Criteria
• Master’s Degree in Law, Political Science, Social Sciences, Business Administration, Public Administration and/or Customs Development related studies. A First Level University degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s Degree.
• Minimum 11 years of work experience in reforms, planning, and donor coordination in customs
• Excellent command of both oral and written English a must
• Working knowledge of word processing, spreadsheets, power point and other computer programs for office
