Location: Montpellier, France
Duration: Three years (renewable)
Reports to: Chief Executive Officer (CEO), CGIAR Consortium of International Agricultural Research Centres
Direct Supervision of: Office of the CEO
Works with: All key CGIAR stakeholders: Science/CGIAR Research Programs leadership, Centers leadership, Communication, HR, and Resource Mobilization directors. Knowledge Managers, System Communicators, IT Managers, Finance & Corporate Service Directors.

Background
CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations.
The 15 members of the CGIAR Consortium have over 8,000 staff based in over 50 countries. Together with the new CGIAR Fund they built a common vision described in the Strategy and Results Framework (SRF) for mobilizing agricultural research Reduce rural poverty, increasing food security, improving nutrition and health and ensuring a more sustainable management of natural resources in the developing world.
The Consortium Office is now seeking a highly motivated and dynamic person to be appointed as Director of Staff / Chef de Cabinet to the CEO. This is an exciting position for a candidate with much energy and a commitment to excellence.
Primary purpose of the position
The person selected will be the primary director-level support and advisor to the CEO, advancing (and expanding) the vision and agenda of the CEO, and assisting with coordination of activities and projects across departmental boundaries both internally and externally to the Consortium Office. The position is part of the leadership team of the organization (with the CEO and three other directors).

Principal responsibilities
• As part of the ongoing implementation of the CGIAR reform, develop and lead the implementation of change management projects that cut across the departmental boundaries (science, finance, knowledge management, Human Resources, communication) or are part of the CEO’s personal portfolio. Specifically:
o Support the development and implementation of a “performance management system” for the CGIAR that funds research based on outcomes and rewards superior performance.
o Support the development of the CGIAR’s strategic partnership approach across many stakeholder groups both traditionally inside, but also outside the CGIAR system.
• Coordinate the Consortium Office annual planning process.
• Ensure the smooth and regular flow of information between the office of the CEO and centers and CRP management.
• Provide strategic advice to the CEO on a wide range of issues that cut across the mission and mandate of the CGIAR Consortium.
• Represent the CEO internally and externally.
• Manage the office of the CEO.
Profile
Qualifications
A PhD in a research field relevant to agriculture or the environment for development with solid international experience and standing/reputation in his/her field. MBA, or similar management training, would be a plus.

Professional experience
• Ten to fifteen years of progressively senior experience as a scientist or researcher and subsequently as a manager of funder/investor in research – at least part of it gained working in developing countries and preferably for research-for-development-environment organizations.
• Experience developing and managing outcome-based monitoring systems for research and investment portfolios in the fields of development and/or environmental science.
• Experience in planning and implementing complex change management initiatives.
Skills and abilities
• Superb analytical skills at strategic and systems level, and demonstrated experience relevant to the key issues related to the CGIAR mission: food security, rural poverty, health and nutrition and environment/ecosystem services.
• Superior written and oral communications skills in English, including public speaking; knowledge of other key languages for the CGIAR, such as Spanish, Portuguese or French would be a plus.
• Superb interpersonal skills and ability to interact effectively with people at all levels, with different national, cultural and disciplinary backgrounds.
• Ability to build and nurture effective work relationships and to build trust.
• Ability to bring innovative ideas and tie them to the goals of the CGIAR.
Knowledge of and ability to network and engage with CGIAR stakeholder groups strategically and with purpose.
• Demonstrates deep knowledge of development/environment domains and analytical rigor to synthesize information, frame problems, understand implications and propose implementable solutions.

Terms and conditions: The Director of Staff/Chef de Cabinet is an internationally recruited position. The successful candidate will be contracted by Bioversity International on behalf of the CGIAR Consortium Office. Bioversity offers an attractive remuneration package including a competitive salary, cost of living allowance, non-contributory retirement plan, medical insurance, housing allowance and leave provisions. All benefits are denominated and paid in US Dollars. The initial contract will be for three years, subject to a probationary period of one year.
