Energy Charter Secretariat Vacancies

The Energy Charter Secretariat consists of a small multinational team, serving the Charter Conference and assisting Member States in implementing the Energy Charter Treaty.

Nationals of Energy Charter member countries can apply for a position at the Energy Charter Secretariat.

Due to the large numbers of applications received, generally, only those applicants considered suitable for the post will be contacted.

Expert on Trade

In the Directorate for Trade and Transit, the Expert will deal with energy trade falling under the scope of the Energy Charter Treaty provisions and the trade-related policy recommendations of the Energy Charter Conference. The task also includes focus on technology transfer involving energy efficiency, renewable energy resources and low-carbon technologies, as well as the development of recommendations for intergovernmental energy policies.

The successful candidate is expected to be familiar with:

  • Global energy policy matters and related international, regional and national aspects
  • Economic and regulatory aspects of national and global energy markets
  • Matters characterising transition economies and emerging countries
  • Trade-related aspects of technology transfer
  • Work of international conferences and organisations

The successful candidate will have a degree in economics, law or energy engineering, and at least five years of relevant professional experience. Oral and written communications skills will include an excellent knowledge of English with proven drafting ability. The capacity to work in a multinational environment, together with the ability to be a good team player, is important. Knowledge of other languages, particularly Russian, would be an asset.

The post, with an attractive international remuneration package, will be offered on the basis of a three-year fixed-term contract with the possibility of renewal. The Energy Charter Secretariat is an equal opportunities employer. Candidates must be nationals of a signatory country.

Expert on Investment

In the Directorate for Energy Efficiency and Investment, the Expert will deal with investment-related aspects of the Energy Charter Process. He/she will undertake examinations of the investment climate in the energy sectors of the member countries, of their market reforms and restructuring policies, and will participate in the monitoring of the application of the Energy Charter Treaty's rules for the protection of foreign investors. The position involves reporting to and interaction with the Investment Group, which is the expert forum for the Energy Charter's multilateral cooperation on investment issues.

In addition to being acquainted with policy issues for the transition process, he/she should have experience in the following fields:

  • Global and national energy policy issues
  • Energy market reforms and restructuring policies
  • International cooperation and rules for the protection of foreign investments
  • Work of international organisations

Short-Term Project for an Experienced Archivist

The Energy Charter Secretariat is seeking an experienced archivist to assist the organisation in setting up a new archiving system, which should take place between July and September 2012.

In the Administration and Finance Unit, the Archivist will work with the relevant officials of the organisation to design an archiving system for all existing documentation (dating back to 1992) and for all future documentation. He/she will design and implement a new system and assist and advise where appropriate, using very much a hands-on approach. Prior experience in dealing with archiving for other international organisations will be an asset.

The successful candidate will have (or be in the process of obtaining) a postgraduate degree in librarianship or archiving, and relevant professional experience. Oral and written communications skills are imperative, as well as an excellent knowledge of English and good drafting. The capacity to work in a multinational environment, together with the ability to be a good team player, is important.

The project, with an attractive, international remuneration package, will be offered on the basis of a one to three-month (to be determined), fixed-term contract with the possibility of renewal.
