Evaluation on the Bank’s Assistance in the Transport Sector - Literature and Policy Review

BACKGROUND

The transport sector is a core priority of the African Development Bank and the last OPEV comprehensive independent evaluation on the transport sector dates back to 2000. The Bank is planning to review the transport policy in 2013. This independent evaluation will inform future strategic and operational directions for the Bank’s assistance in the transport sector, by identifying emerging trends in the sector, assessing how the Bank has responded to these trends, taking stock of the results of the Bank’s assistance and drawing lessons for future work.

PURPOSE

This Request for Expression of Interest (EOI) is to recruit an independent consultant for conducting a literature and policy review as one of the key tasks of the whole evaluation process. The objective of a literature review is to identify emerging trends in the transport sector in Africa and guide the preparation of the theory of change. A policy review will compare the Bank’s transport policy with the transport policies of other development agencies and assess the extent to which the evolution of the policy framework of the Bank has responded to emerging trends.

Specific tasks for this evaluation include:

Literature Review

Task 1-1: Conduct a review of the relevant literature in order to identify the developments that have influenced the transport sector in Africa, and examine how these concepts have influenced the development community.

Task 1-2: Conduct a review of the evaluations/research produced by the Multilateral Development Banks (MDBs) and other institutions with regard to the successes and failures of transport assistance in Africa.

Policy Review
Task 2-1: Compare the Bank’s transport policy with the transport policies of other development agencies that play a key role in the transport infrastructure development in Africa.

Task 2-2: Assess the extent to which the evolution of the policy framework of the Bank has allowed the Bank to respond to emerging trends in the transport sector.

Task 2-3: Assess the organizational effectiveness in delivering its transport assistance, and assess the value added of the Bank’s approach to the transport sector in comparison to those of other development partners.

Reporting

Task-3: Prepare and submit a draft and final report.

Tentatively, it is estimated that duration of the consultancy services will be for a total of 30 person/days between July 2012 and September 2012.

APPLICATION PROCESS

Detailed Terms of Reference and other relevant information will be available after shortlisting candidates from the EOI. The EOIs would be reviewed on the basis of the following:

• Possession of in-depth knowledge of the transport sector;
• Demonstrated capacity to handle such assignment;
• Experience in similar tasks; and
• Regional experience.
