OBJECTIVES OF THE PROGRAMME : The programmes covered by WHO European Centre for Environment and Health (WHO/ECEH), being a part of the Division of Communicable Diseases, Health Security & Environment include but are not limited to risks and hazards associated with the environment such as water and sanitation, urban environmental quality, including air quality, chemical safety, occupational health, or more complex such as global climate change. It also includes program on Environment and Health intelligence and forecasting. The Centre's task is to strengthen health system capacity to detect and respond to health threats to national, regional and global health security, to support and collaborate with the Member States to provide technical expertise and capacity for further development and implementation of national policies and strategies that ensure implementation of effective evidence-based policies related to health implications of environment conditions through implementation of country and intercountry workplans related to relevant Strategic Objectives. | |
Description of duties: Purpose of the post To provide managerial oversight and scientific leadership to the development and implementation of activities of the European Centre for Environment and Health (WHO/ECEH) within the limits of the authority delegated by the Divisional Director and the Coordinator, Health and Environment. In addition, the post contributes to overall efforts to manage the WHO/ECEH work (pursuit of organizational objectives, ensure accountability, etc.) including material, human and financial resources; ensure effective supervision of work in the Office; ensure quality of technical support of the WHO/ECEH to Member States; and within the general framework of the WHO/EURO resources mobilization plan, he/she identifies opportunities for funding of WHO/ECEH programmes and supervises preparation of funding application documents. Under the leadership, guidance and supervision of Divisional Director and Coordinator, Health and Environment, the Executive Manager, WHO/ECEH will have the following responsibilities:

REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in Health or Social Sciences, Management or environmental sciences, or other areas related to the work of WHO/ECEH. Desirable: Postgraduate degree or a combination of training and experience in Environment and Health. | |

Experience: Essential: More than ten years of progressively responsible experience of which at least 5 years in the field of Environment and Health at the international level and proven track record in implementation of health programmes and/or reforms and institutional restructuring. Track record in positions that required strong leadership of highly-skilled professional teams in multidisciplinary tasks with precise goals. At least five years of management of a team and budget of a comparable size to WHO/ECEH. Documented scientific or policy development achievements directly related to environment and health and/or public health policy. Desirable: Working experience within the World Health Organization or other UN agencies. Work in the field of international relations, strategic planning, managing change and team building. Working experience on environment and health in WHO European Region is an asset. | |
Languages: Essential: A very good command of the English language with good working knowledge of another official WHO language and/or WHO EURO official language. Desirable: Knowledge of other European languages an asset. | |
